Solicitation 720-121-23-R-10019 for a Development Program Specialist FSN 11 Cooperating Country National Personal Services Contractor (CCN PSC).

MARKET VALUE: Basic Annual rate (in U.S. Dollars): $42,286-54,969

PERIOD OF PERFORMANCE: Employment under any contract issued under this solicitation is of a continuing nature.

BASIC FUNCTIONS OF POSITION:

This position is located on the Budget Team in the Program Office (PRO) of the USAID Regional Mission for Ukraine and Belarus. The Mission is responsible for assisting in the development, coordination, implementation, monitoring, and evaluation of USAID-funded programs operating in the two countries. 

PRO coordinates the program operations of the Mission. It prepares country strategies and budgets, coordinates obligations and program reporting, and provides support to the technical offices in the development of programs and activities. PRO also has some direct program management responsibilities, particularly with regard to activities which are “cross-cutting” in nature. The incumbent has four basic responsibilities: (1) Budget oversight, coordination, and management; (2) Management of the Mission Databases; (3) Technical Team Support and Project Management, and (4) Phoenix Coordination.

In fulfilling these major functions, the incumbent supports the Mission’s Senior Budget Analyst, a highly visible position in the Mission. Because of the cross-sectoral nature of the duties, the incumbent routinely interacts with PRO management and with other Mission offices, particularly the Office of Financial Management. The incumbent also supports budget formulation by informing collaboration with the EUR/ACE office in Washington and with the Office of Management and Budget (OMB) on pipeline analysis, obligation reports and other budget-related inquiries. The incumbent interacts routinely with various staff in Europe and Eurasia (E&E) Bureau in Washington regarding budgeting, obligations, and reporting. The incumbent also interacts occasionally with State Department officials, particularly on the coordination of USAID-State budget requests and reports.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Minimum of bachelor’s degree or the host country equivalent in business administration, economics, accounting, finance, budget management, or other related field is required. 

Prior Work Experience: At least 5 years of progressively responsible, professional-level experience in financial management, budgeting, and operations is required, including experience in the analysis and interpretation of data and the presentation of findings in written or oral form. 

Language Proficiency: Level IV (fluent) English proficiency is required as well as Ukrainian.
