The Procurement Specialist is a senior level acquisition staff member within the Executive Office. The incumbent serves as the chief negotiator providing technical and expert procurement support services to USAID/Ukraine and Belarus. The incumbent reports to the Supervisory Management Specialist. The incumbent is responsible for planning and procurement of commodities and services by contract/purchase order action, as well as contract negotiation. The incumbent is responsible for ordering from local vendors, U.S. and other international sources according to requisition specifications, general schedules from USG required sources, GSA and other support sources that can provide the goods and services specified by requestors. Approximately 250 Global Acquisition and Assistance System (GLAAS) and 100 non-GLAAS actions are processed as contracts and credit card purchases annually, totaling one million dollars. The incumbent is responsible for negotiating complex agreements, which utilize multiple programs, operating expense and C3 funding sources. The incumbent is instrumental in arranging logistics for training, workshops, and meeting events. The incumbent is responsible for the Procurement Plan of the Executive Office and works closely with his/her supervisor to play an important role in managing the Mission’s OE budget. The incumbent advises supervisors and managers on procurement planning and budgeting issues and serves as the main point of contact with ICASS Procurement Office on all USAID procurements performed through ICASS. The Procurement Specialist supervises the Procurement Agent in his/her day-to-day activities and provides mentoring on complex procurement actions.

Basic Annual rate (in U.S. Dollars): $32,180-41,841
