Deloitte is seeking a qualified candidate to serve as a Communications Specialist for the Health Consumer Rights Promotion Stream in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Period of Performance: January 2022 – September 2022

Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
Communication Specialist will provide technical assistance in implementing communication/promotion activities on health consumers rights to access quality health care
Tasks:
- design and oversee implementation of communication activities with different stakeholders and beneficiaries;
- support production of information materials: print, video etc.
- design and support implementation of the events, trainings, webinars
- ensure the smooth and efficient day-to-day operation of the communications’ stream components
- conduct analysis of the communications stream’s data on weekly basis
- develop data visualization and presentation based on analyzed campaign data
- routine reporting
- perform other tasks related to the communications stream, if needed.
Qualification requirements:
- At least 5-years of proven work experience as Communications Specialist/Manager
- Experience in Media relations
- Proven experience in development coordination of all types of communications content: video, print, infographics, motions, events
- Proven experience in arranging online and off-line events with government representatives’ participation (national and regional level)
- Proven experience in online and offline organization of training.
- understanding of Ukraine’s health system reform will be an asset
- any reform communication support experience will be an asset
- professional experience with health care facilities will be an asset
- professional proficiency in Ukrainian with demonstrated good writing skills
- English B1 minimum level
- Excellent interpersonal communicational and organizational skills
- Ability to work independently, meet deadlines and prioritize competing responsibilities
