Спеціаліст з питань комунікації/ Communications Specialist

Deloitte is seeking a qualified candidate to serve as a Communications Specialist for the Health Consumer Rights Promotion Campaign in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

Communications Specialist will provide technical assistance for running communication/promotion campaign on health consumers right to access quality health care and for nudging behavioral changes to foster better health outcomes. 

Responsibilities

Duties and responsibilities will include, but will not be limited to:

• contribute to the design of the campaign, including the development of media plan, KPI, selection of media partners, etc.
• support production of information materials
• ensure the smooth and efficient day-to-day running of the campaign
• conduct analysis of the campaign data on weekly basis
• develop data visualization and presentation based on analyzed campaign data
• prepare reports
• perform other tasks related to the campaign, if needed. 

Qualification requirements

• No less than 5 years of proven experience as Communications Specialist/Manager
• Experience of special media projects implementation: TV, e- and printed media
• Proven experience of coordination of the development of all types of communication content: video, printed, infographics, motions, events
• General understanding of the Ukraine’s health system reform will be an asset
• Any reform communication support experience will be an asset
• PR agency experience will be an asset
• Professional proficiency in Ukrainian and English with demonstrated good writing skills
• Excellent interpersonal communicational and organizational skills
• Ability to work independently, meet deadlines and prioritize competing responsibilities
