Duty Station: Kyiv, Ukraine

Type of Appointment: Fixed-term, one year with possibility of extension

 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context: 

Under the overall supervision of the Chief of Mission Senior Programme Coordinator (Response, Recovery, Resilience) and the Programme Officer (TRD), and the direct supervision of the National Project Officer (Cohesion), the successful candidate will provide specialized support and leadership to the implementation of IOM Ukraine’s Response, Resilience and Recovery (RRR) Unit efforts focused on transition and recovery activities. 

Core Functions / Responsibilities: 

  1. Participate actively in the overall planning, implementation and monitoring of project efforts.
  2. Coordinate the implementation of project/s within Community Participation and Cohesion Portfolio.
  3. Lead and manage support and processing services through directly supervising the work of subordinate workforce engaged in provision of support services and controlling the quality and efficiency of the team’s work.
  4. Assist in the coordination of IOM’s Community Cohesion efforts within the context of the relevant sectors.
  5. Work together with in-house monitoring and evaluation team to devise and implement a monitoring system for Community Cohesion efforts, incorporate the lessons learned into future projects, and adequately store project knowledge and deliverables for future use, and with the reporting team for quality and timely donor reporting.
  6. Coordinate the logistics and take part in planning and organization of the RRR Unit-related activities and events (meetings, presentations, discussions, visits, etc.).
  7. Coordinate the contracting of partner NGOs and the procurement of goods and services.
  8. Liaise with partner NGOs as well as with relevant national and local working-level government contacts, as necessary.
  9. Support the mapping of Community Cohesion needs and beneficiaries.
  10. Contribute to regular reporting (IOM internal, IOM external, UN-related, including 3W and situation reporting), correspondence, publication and presentation materials.
  11. Provide information gathering management support to Community Cohesion programming.
  12. Track relevant national development pertaining to Community Cohesion, analyse, summarize and present findings.
  13. Organize and/or take part in Community Cohesion related events (meetings, presentations, discussions, visits, etc.).
  14. Provide inputs and recommend improvements to the planning and delivery of programme activities.
  15. Support the development and application of programme visibility and communications.
  16. Undertake duty travel within Ukraine, to areas selected for Emergency and Stabilization programming, on an as-needed basis.
  17. Perform such other duties as may be assigned.

 Required Qualifications and Experience

 Education

 High School diploma/certificate with seven years of relevant experience;

OR

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

 Experience 

  • Experience in coordination and project implementation;
  • Experience working with authorities and civil society;
  • Experience working with IDPs/refugees and/or vulnerable populations;
  • Experience with organizational and administrative duties;
  • Knowledge of humanitarian activities and context is advantageous;
  • Experience in community participation and cohesion, is advantageous;
  • Experience throughout the project cycle is an asset, including project design, implementation, monitoring, evaluation, and reporting.
  • Experience of working in a UN agency or International NGO is an asset;
  • Strong coordination skills;
  • Knowledge of community stabilization, social participation and cohesion, recovery, and similar activities;
  • Knowledge of activity planning and implementation;
  • Ability to implement administrative and financial control procedures;
  • Proven drafting, writing, and reporting skills;
  • Confident user of the Microsoft Office Suite.

 Languages

Fluency in English and Ukrainian. Russian is desirable.
