Consultancy Description
EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.
EnCompass seeks a Senior Technical Expert for a final performance evaluation of the USAID/ Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in the East by promoting good governance and inclusive civic identity. The Activity has three objectives; the evaluation will focus in particular on the objective related to increasing participation to improve Ukraine’s governance and reform processes and help resolve community problems.
The Expert must have experience in peace-building, conflict management and resolution, political science, community development or a related field, as well as excellent written and verbal communication skills. S/he should have experience in complex political and/or social change. Regional experience and/or specific knowledge of Ukraine are strongly preferred.
The evaluation will be conducted in a hybrid mode (a combination of online and offline work). As security conditions permit, team members will conduct in-person field work within Ukraine; team members should be willing to travel domestically within Ukraine.
The total Level of Effort (LOE) for this role is up to 50 days from January 13 to July 30, 2025.
Position Duties and Responsibilities
- Support the Team Leader in developing the evaluation design and workplan to ensure they incorporate knowledge of local context and gender considerations and based on scoping interviews with USAID and implementing partner staff, the evaluation statement of work, and core project documents in compliance with USAID’s Evaluation Policy and best practices;
- Contribute to desk review of relevant documents;
- Support the development of data collection tools (desk review guide, interview guides, focus group discussion guides, survey guides, etc.);
- Conduct field work (key informant interviews and other);
- Contribute to data coding, analysis, and interpretation across all data sources;
- Provide evaluation updates as requested by the Team Leader or UMLS Evaluation Specialist;
- Contribute to the presentation of initial findings to USAID;
- Contribute to the evaluation report, including drafting and reviewing assigned sections and addressing USAID’s comments;
- Support in preparing the presentation of the final report for USAID Ukraine and other stakeholders.

Academic Qualifications
- An advanced degree in peace-building, conflict management and resolution, political science, community development or a related field.
Experience and Skills
Required:
- At least 7 years of relevant professional experience, including experience in complex political and/or social change;
- Solid understanding of USAID programming policies and practices, especially in the democracy & governance sector;
- Experience designing and conducting relevant sector evaluations for USAID or other donors;
- Excellent written and verbal communication skills in English
Preferred:
- Ukrainian language skills;
- Demonstrated experience in gendered evaluation methods and knowledge of gender issues in the public governance sector;
- Demonstrated understanding of local gender norms, how gender interacts with other identity elements, and which sub-groups of women may be at risk for exclusion from the project or evaluation; and
- Demonstrated experience designing and conducting evaluations of economic activities
