PMCG as a subcontractor works within Objective 2 under HOVERLA activity and produces work and activity streams within the HOVERLA framework. The staff provided by PMCG will be responsible for Local Economic Development (LED). 

The Senior Local Economic Development (LED) Expert will provide strategic and implementation support to the Local Governance Lead and other HOVERLA staff, as well as the Project CTCs, with regard to local economic development. As a critical part of this assignment, the LED Expert will assist in the identification of priorities in economic development and will support local governments to advance/develop LED policies, regulations and strategies (plans). LED Expert will contribute to the development of relevant regulations, streamline business registration processes, and oversee the creation of business-friendly subnational governments. The LED Expert will also work with other HOVERLA Objectives to create relevant grants, incubators, strengthen chambers of commerce, engage with other donors, and leverage existing practices in LED.

• Master’s degree in economics, social sciences, international development, international relations, or a similar relevant field. MA may be substituted by a BA with 3 additional years of experience
• Demonstrable experience in economic development and job-creating activities.
• Thorough understanding of the legislative and regulatory environment for investment and business growth
• At least 15 years of progressively responsible experience in economic development
• Knowledge and experience in participatory techniques, teambuilding, coaching, effective communication and writing skills.
• Ability to analyze the socio-economic and political context of the country.
• Experience working with USAID or other international donor-funded programs.
• Experience preparing well-researched reports.
• Demonstrable ability to work collaboratively with institutional and private‐sector partners and stakeholders.
• Proficiency with MS Office
• Excellent writing, speaking, and reading skills in English and Ukrainian and/or Russian
