Background

To keep United Nations Operations in the Eastern Conflict Area of Ukraine safe and secure, a United Nations Security Operation Center to be set up in Kramatorsk city.

Duties and Responsibilities

Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO), the Security Operation Center Operator implements tasks on operations related to safety and security of United Nations (UN) personnel in the region of assignment, Ukraine’s Eastern Conflict Area (ECA).

Data Gathering & Reporting:

  • Maintain contact with all UN teams, offices, stations and vehicles operating in the ECA using all available communication means;
  • Receive and record security check calls from UN convoys/personnel;
  • Report to direct supervisors on compliance of all UN personnel on reporting procedures and follow the regularity of reports;
  • Send/receive and record reports to/from UN convoys/personnel (start, end, hourly reports), as well as other reports;
  • Immediately contact UN convoys/personnel if a regular report is not received in time;
  • Immediately advise the FSCO, through the LSA, on problems or absence of communication/contact with UN personnel and undertake all necessary actions to re-establish the communication/contact;
  • Monitor convoy movements with the use of GPS/GPRS tracking systems;Assist to LSA/FSCO/CSA in the drafting of maps and analysis reports (briefing notes, security overview, other security-related documents);
  • Closely monitor all open media sources in order to capture and validate security-related incidents which could affect UNSMS directly or indirectly;
  • Under overall guidance of FSCO, deliver data analysis to UNSMS in high-quality Daily and Weekly Situation reports in standard UNDSS format/style;
  • Immediately report to the Local Security Assistant /Field Security Coordination Officer/Chief Security Advisor (LSA/FSCO/DCSA/CSA) any security incident concerning United Nation Security Managament Sysytem (UNSMS) or other important security-related incidents;
  • Be on standby and available for any additional information searching, compiling and analysis request by the LSA/FSCO/DCSA/CSA;
  • Conduct security briefings in the ECA of Ukraine as required.

Direct Support to UNSMS:

  • As directed by supervisors, conduct security reviews and assessments;
  • Under guidance of FSCO/LSA, draft high-quality mission/assessment reports;
  • As guided by supervisor, provision of oral briefs and travel advisories to UN staff members bilaterally and in group meetings;
  • Be available to UNSMS to provide advice on their best knowledge on security situation, conditions of roads, location of block-posts, closest medical facilities and other relevant information for guiding missions in the field.

Response to Security Incidents:

  • Be available and reachable for United Nations Security Management System for response and support in case of emergency;
  • Immediately inform any reported security incidents with UN personnel and International Organizations /International Non-Governmental Organizations.

Measurable Outputs of the Work Assignment:

  • All reports to/from United Nations convoys/personnel are transmitted/received/disseminated and logged in a timely manner;
  • At least two (2) communication means are kept operational;
  • Information on maps/overlays/charts is promptly updated in accordance with the prevailing situation in the Area of Responcibility;
  • The FSCO, through the LSA, receives briefings and situation reports with relevant updates on personnel/assets/operations in the AOR any time as and when requested.

Performance Indicators for Evaluation of Results:

  • Security check calls from United Nations convoys/personnel are properly logged;
  • Reports to/from United Nations convoys/personnel as well as other reports are logged, processed and distributed accordingly;
  • Lists of United Nations personnel, assets, e.g. vehicles, etc., are up to date;
  • Communication with all United Nations personnel in the AOR is kept at most reliable and uninterrupted condition possible;
  • All maps/overlays etc. with information charts are up to date in the Security Operation Center;
  • Incidents, significant military/political/diplomatic/public events are promptly reported to the FSCO, through the LSA.

Required Skills and Experience

Education:

  • Bachelor’s degree in security management, business administration, law, information technology, engineering, management, social sciences or other relevant fields is required.

Experience:

  • At least 3 years of experience in security, military or police context, emergency response or relevant field;
  • Solid computer skills (MS Word, Excel and PowerPoint, etc.) are required;
  • Expereince in UN or international, diplomatic missions, police or army would be an asset.

Language Requirements:

  • Fluent Russian, English, Ukrainian is a requirement.
