1. Organizational Location of the position:

The position is located in Kyiv, Ukraine Country Office, supports and complements the Security Officer, when appointed and serves as a back-up during the absence of the SO from the duty station. The incumbent reports to the Security Officer (SO), when appointed or directly to the UNFPA Representative when there is no dedicated international security professional, supports the office in coordinating the day-to-day security activities and travels to regions as and when required. The duties and responsibilities of the Security Analyst (SA) include the safety and security of all UNFPA personnel, eligible dependents, eligible partners and contractors, resources, assets, facilities, Programmes, and projects in addition to promoting, enabling and supporting UNFPA Programme delivery throughout the individual country of responsibility while ensuring compliance with all United Nations security policies, procedures and regulations.

2. Job Purpose

Under the overall supervision of the UNFPA Country Representative and supervision and guidance of the UNFPA Ukraine Security Officer (SO), when appointed, the SA will assist in the implementation of security standards and on all matters relating to the management of safety and security for UNFPA office, personnel, assets and operations in Ukraine.

3. Major Activities/Expected Results

Assists implementation of security risk management measures, security plan, SOPs and guidelines;

Responds to security incidents, affecting UNFPA personnel, facilities/premises and or assets, e.g.: at accommodation/facilities or during transport/commute, road missions, etc., either in person or by facilitating the appropriate response, to reduce risk exposure by initiating the appropriate action.

Provides assistance to and follow up on incidents and accidents affecting UNFPA personnel, offices and assets;

Supports organizing and conducts trainings, briefings on security issues, awareness and preparedness and delivers orientation/security briefings to newly assigned personnel, in close cooperation with UNDSS;

Monitors status of implementation of security risk management measures and Residential Security Measures (RSM) and security recommendations, facilitates corrective action as needed, to achieve and maintain compliance;

Identifies the needs for security equipment (as per established SRM measures), monitors and facilitates security equipment remaining functional, e.g.: Emergency Communication System (ECS radios, Sat Phones, etc.), IFAK/Trauma bags, fire extinguishers, vehicle kits, CCTV cameras, backup power units, etc.;

Facilitates compilation of programme assessments of UNFPA programmatic activities with UNFPA programme personnel, for UN DSS to incorporate into the security risk management process;

Contributes to Security Risk Assessments of UNFPA programme in country, particularly high risk areas, in cooperation with and under guidance of UN DSS

Conducts security surveys and ad hoc SRMs of venues intended for UNFPA activates, e.g. new field offices, venues for meetings, workshops, conferences for clearance by UN DSS;

Coordinates with UNDSS security risk assessments / surveys of UNFPA Country Office and Field Offices, as appropriate;

Compiles information with regards to security issues affecting UNFPA and communicates them to the Representative and Regional Security Advisor;

Process, review security clearance requests for UNFPA personnel travelling to high and very high risk areas that requests address SRM measures and security procedures applicable to the area, for the approval by the Representative;

Facilitates requirements related to UNFPA security information systems are being complied with (Global Directory security component),

Assists preparing security reports, e.g.: Security Incident Reports to UN DSS and the UNFPA RSA;

Provides general administrative assistance in security-related matters and maintains routine and confidential correspondence, files/documents;

Follows up that all personnel falling under the UN SMS have completed mandatory security trainings, their global directory personal profile updated and facilitates provision of relevant data to UN DSS.

Carry any other duties and tasks as assigned by the supervisor.

Qualifications and Experience

Education and Experience:

Advanced university degree or equivalent in Political Science, Military Studies, Security Management, Law Enforcement, Business Continuity Management or related discipline.

A first-level university degree in combination with additional two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree. Relevant would be military or police academy/personnel college education equivalent to a first level or advanced university degree.

Knowledge

At least two (2) years of relevant progressively responsible experience in the field of security risk management.

Experience in a Security Management System within the United Nations or similar International Organizations including international NGO is desirable.

Experience of conducting security risk assessments as integral part of operational planning and the enabling of operations

Experience of disaster and/or conflict surge support is desirable

Practical and professional experience in the military, police or humanitarian work.

Knowledge and experience in data collection, analysis and dissemination is desirable.

Demonstrated willingness and ability to travel to the field whenever necessary.

Languages:

Fluency in English and Ukrainian.
