USAID Transformation Communications Activity 

Job Title: Restoration Communications Manager

Estimated Period of Performance/Level of Effort: Short-term (260 days LOE /1 year)

Location: Kyiv

Background: 

The USAID Ukraine Transformation Communications Activity (TCA) is a six-year Activity implemented by Chemonics Inc. Its purpose is to partner with the Government of Ukraine (GOU), the private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The Activity’s objectives are to equip USAID and its partners to conduct data-driven communications, increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.

Job Summary: 

The Restoration Communications Manager, working as an integrated member of the TCA Objective 2 strategic communications team and reporting to the TCA Strategic Communications Director, will serve as the key focal point for TCA’s communication activities focused on the Restoration topic in Ukraine. This role involves managing collaboration with various stakeholders, both internal and external, to enhance the transparency of restoration projects. Key responsibilities include working with entities (by managing embedded communications teams and discrete communications activities) such as the State Agency for Restoration and Development of Infrastructure (SARDI), MinRestoration, Ukrinform, and others to communicate ongoing restoration efforts and potential visions for Ukraine’s restoration. Communication efforts shall target Ukrainians in and outside Ukraine, as well as international partners and audiences to counter disinformation while showcasing transparency and accountability of the reconstruction process. The manager will also utilize the “We Build Ukraine” brand by cultivating partnerships with civil society and business entities. Additionally, they will oversee the design, implementation, and reporting of TCA’s Restoration communication initiatives.

Responsibilities include:

Manage Implementation of Outreach and Communication Efforts:

  • Oversee the implementation of TCA’s outreach and communication efforts dedicated to the Restoration topic.
  • Ensure effective coordination and collaboration among relevant stakeholders to amplify communication efforts related to restoration initiatives and implemented under the TCA umbrella.

Facilitate Collaboration with Government and Private Sector:

  • Foster collaboration between government, local authorities, and the private sector in the context of restoration initiatives to improve communication efforts. Organize and/or provide training and mentorship as appropriate.
  • Identify and engage key partners from the public and private sectors to support communication objectives.

Strategic Communication Development:

  • Proactively develop and implement outreach and communication initiatives for TCA projects, focusing on initiatives with a high potential for impact.
  • Respond to the evolving strategic communication needs in the field of restoration in Ukraine.
  • Support and oversee embedded experts who are focused on Restoration topics. Provide oversight, advisory services, and quality assurance as necessary.

Utilize Various Communication Tools:

  • Work collaboratively with the TCA team to publicize and amplify the positive impact of TCA’s restoration activities.
  • Collaborate with recipients such as SARDI, MinRestoration, Ukrinform, and others to design and execute communication initiatives using traditional media, social media, events, and other relevant tools.
  • Maximize the reach and effectiveness of communication efforts through diverse channels.

Data Analysis for Informed Communication:

  • Analyze data from various sources, including TCA-funded research and external data, to inform and recommend communication and outreach approaches that will have the greatest impact.
  • Utilize data-driven insights to refine communication initiatives.
  • Review TCA activities for opportunities to integrate restoration narratives into other campaigns, as appropriate.

Align Communication with Program Priorities:

  • Prepare, present, and evaluate outreach and communication approaches to ensure alignment with TCA priorities, goals, and objectives.
  • Ensure that communication efforts support the overarching restoration objectives and grant narrative.

Technical Support and Coordination:

  • Provide technical support to grantees, subcontractors, and potential partners during the preparation and implementation stages, in coordination with other team members.
  • Coordinate closely with Grants and Subcontracts Managers to ensure compliance and effective grant/subcontract implementation.

Monitoring and Evaluation:

  • Showcase the outcomes and benefits of TCA restoration communication efforts to USAID and key stakeholders through regular reporting, briefs, articles, videos, infographics, etc.
  • Evaluate the progress of TCA restoration communication activities and work with assistance recipients and other staff to prepare, review, and approve monitoring and evaluation data and final reports.
  • Ensure the effectiveness and impact of communication initiatives are assessed and communicated.

Environmental Analysis:

  • Continuously analyze Ukraine’s rapidly changing environment and contribute to rolling assessments, under the direction of TCA management.
  • Keep communication initiatives adaptable to evolving circumstances.

AdHoc Support:

  • Responsively address ad hoc requests and tasks to ensure the overall efficient development of program activities.
  • Be flexible in accommodating unforeseen communication needs.

Qualifications:

  • Bachelor’s degree required; advanced degree preferred.
  • At least five (5) years of demonstrated experience in the design and management of outreach and communication efforts at the national and regional level in Ukraine, are strongly preferred.
  • Experience in behavior change communications in public and governmental sectors and knowledge of the restoration topic are strongly preferred.
  • Experience with creative concept development, advertising, media buys, targeting demographics, and social media.
  • Proven experience in the creation and management of ad-hoc coalitions of stakeholders;
  • Strong organizational, management, and administrative skills, preferably in regard to report writing, monitoring, and evaluation.
  • Demonstrate analytical ability and understanding of the national and regional political context, with the ability to think creatively in conceptualizing activities.
  • Experience managing teams of consultants and/or subcontractors (such as creative agencies), is
  • Proven knowledge of local and international NGOs and community-based organizations implementing restoration-related activities and programs in the country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country, preferred.
  • Fluency in Ukrainian and English

TCA may consider candidates who do not meet the exact qualifications if they bring comparable alternative qualifications and demonstrate the ability to achieve the scope of work.
