Background
Swiss-Ukrainian project «Ukraine’s Cohesion & Regional Development», UCORD, is implemented via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
The following tasks are envisaged:
- Under the supervision of Project Leader and Component 2 Lead, support WASAW policy dialogue initiatives at national and regional levels
- Provide assistance and capacity building support in the area of WASAW to partner institutions at the national and regional levels, ensuring sustainability, effective upscaling and dissemination of project results
- Ensure liaison of UCORD, regional authorities and RDAs in the pilot oblasts in the area of WASAW
- Facilitate linkages, establish and maintain positive relationships with project implementers, NGOs, hromadas and private sector at regional and local levels in the pilot oblasts
- Support the RDAs to establish and facilitate regional working groups, develop roadmaps and regional projects for UCORD, national and international funds
- Support in developing scopes of work, TORs, specifications, job descriptions for outsourced implementation of tasks
- Provide daily support to project implementation partners to ensure that the project activities in WASAW are conducted properly and in a transparent manner
- Provide support to regional and local project partners regarding their reporting responsibilities to the UCORD
- Arrange and facilitate UCORD visits to the pilot oblast as per the UCORD tasks and activities, as well as SDC missions as relevant. Compile respective agendas of the visits
- Assist and support UCORD in improving mechanisms, communication channels and working relationship at regional and local levels in the pilot oblasts as required
- Assist and advise partners in the pilot oblasts to develop proposals for projects, feasibility studies, baseline studies and other relevant activities in WASAW
- Assist RDAs in the pilot oblasts in preparing recovery plans and programmes, as well as regional strategies in WASAW if required
- Promote and facilitate the mainstreaming of transversal themes within UCORD activities
- Assist in identifying capacity development needs at RDAs and other regional/local stakeholders, and facilitate the provision of the necessary training and capacity development activities, as required
- Provide hands-on training and mentoring to RDA staff if necessary
- Participate in analysis, needs-assessment, planning, and monitoring activities at the regional level
- Conduct monitoring of progress and achievement of planned outputs and activities in line with the result framework
- Provide other services of relevance for the implementation, as stated in the Project Document
Candidate Qualifications
Education & Knowledge:
- Primary degree in a relevant field
- A thorough understanding national legislation, strategies, programs & plans in water supply & sanitation sector.
- Familiarity with EU Directives in WASAW sectors is highly desirable
Experience:
- Minimum of 5 years of professional experience in waste management or water and sanitation
- Proven experience working with national and/or regional, and/or local authorities, private sector entities, civil society, and academia
- Experience in preparing analytical materials and reports
- Proven track record in managing and coordinating complex projects with multiple stakeholders
- Proven experience in the coordination/delivery of capacity-building actions
- Knowledge of EU Accession and EU Cohesion Policy is highly desirable
