Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe Phase II: Local School Rehabilitation for Resilience ” to fill the position:

Reconstruction Coordination Expert (full-time, Kyiv)

(internal SAP code: Construction Advisor)

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives.

Among the competences assigned early to municipalities during the last 8 years was the provision of primary and secondary education. This presented a great opportunity for LSG as it was accompanied by major modernisation of the education system in Ukraine, so municipalities and schools were tasked with implementing the vision of the ‘New Ukrainian School’ and the concept of the ‘New Educational Space’ for knowledge-based, inclusive and child-centred learning.

After 8 years of progress, Ukraine has suffered unprecedented attacks on its sovereign territory due to the large-scale invasion instigated by the Russian Federation. During 8 months since the war began, 2,677 educational establishments have been damaged, of which 331 have been completely destroyed. This has created a massive recovery and reconstruction challenge.

In this context, this Action is designed to result in the enhancement of the capacities of relevant municipal decision makers and experts from war-affected municipalities to engage in the rehabilitation of the local education systems responsive to the specific needs during and after the war. 

The Multi-Donor Action “Ukraine Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) Phase II: Resilient Schools” is jointly co-financed by the European Union Foreign Policy Instrument (FPI) and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Support to the Decentralisation Reform in Ukraine (UDU U-LEAD with Europe Phase II)”.

GIZ/U-LEAD is hiring a Reconstruction Coordination Expert to support the good management of the “School Initiative” and ensuring that target results are achieved.

The Reconstruction Coordination Expert is responsible for:

  • Overall coordination of project design and preparation activities;
  • Organise Memorandum of Understanding (MoU) with selected municipalities for repair / reconstruction projects, based on standard template;
  • Ensure that qualified and certified design experts will be provided;
  • Facilitate and participate in kick-off meetings to introduce the proposed experts to the municipalities that will conduct technical inspections or develop technical documentation;
  • Receive municipalities’ reports setting out the design assignment and its rationale, and confirming, with the FPI Technical Expert, the decision to proceed;
  • Receive the appointed designer’s draft Document Preparation Plan (DPP) with timeline, deliverables, key milestones, and determine with the FPI Technical Expert and the municipality whether to proceed on this basis, assign budget and give consent to designer to proceed with document preparation;
  • Decide, with the FPI Technical Expert, whether to amend the respective DPP, if necessary, with new work design variations during implementation in agreement with the respective municipality;
  • Prepare and manage financing agreements (grants or local subsidies) with municipalities, and receive and check invoices and reports for payment, with support from the FPI Technical Expert;
  • Set-up and manage FPI project management system to track and monitor agreed design assignments with municipalities (project deliverables, design activities, timelines, key milestones etc.);
  • Monitor FPI School Initiative activities and performance, early identification of risks (delays/obstacles) and risk amelioration actions to ensure agreed design assignments are completed on time;
  • Address any complaints regarding expert performance by municipality or any obligations the municipality is not fulfilling to allow to complete agreed design assignment (based on MoU);
  • Bi-weekly, monthly, quarterly, and annual reporting to GIZ/U-LEAD management on FPI progress, outputs and results and any ad hoc reports requested by the management;
  • It is expected that the coordination expert will develop very close working relations with the beneficiary municipalities, to ensure design milestones are achieved and projects are prepared on time according to the design assignment and DPP;
  • Participate in meetings and working groups on education;
  • Contribute to U-LEAD monitoring and evaluation (M&E) and data management;
  • Provide input to reports, briefings, presentations, summaries of reports in English and Ukrainian;
  • Maintain good flow of communication and information between all involved counterparts;
  • Support the implementation of other project activities and other assigned tasks;
  • Comply with GIZ rules and standards.

Required qualifications and experience:

  • University degree in civil engineering. Ukrainian design Certificates/Qualifications will be an advantage
  • At least 5, preferably more years work experience in managing/coordinating civil engineering projects/teams and public infrastructure project design preparation in Ukraine;
  • Work and operations coordination experience of donor funded (EU/International Financing Institutions e.g. EIB/EBRD) civil engineering projects in Ukraine;
  • Applied experience of working with Ukrainian municipalities in preparing public infrastructure projects under different sectors (schools, health, water, waste) would be an advantage;
  • Strong organisational and planning competences;
  • Excellent communication, presentation and organisational skills;
  • Excellent written and spoken Ukrainian, very good command of the English language, good level of written English;
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office);
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy;
  • Diligence and responsible work ethic;
  • Availability to take on responsibility and a corresponding sense for responsibility;
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organised and motivated.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting January 2023. The contract duration is until the end of December 2023.
