Rotation Planning Advisor (full-time, Kyiv)

In Ukraine, the Security Risk Management (SRM) team supports all projects of German development cooperation by safeguarding operational continuity and ensuring the highest possible standard of personal security for its personnel. SRM delivers its services across three core areas: (1) information and advisory services, (2) mission coordination, and (3) crisis prevention and management. Within these areas, SRM actively supports rotation-based duty travel to and from Ukraine for International Business Travelers and Internationally Seconded Staff.
Key responsibilities:
- Work in close coordination with the Head of Security Risk Management on all aspects of rotation planning.
- Lead the planning and operational coordination of rotations for international staff assigned to Ukraine.
- Maintain, update, and quality-assure all rotation planning tools, trackers, and approval documentation in a timely manner.
- Coordinate closely with relevant GIZ departments and stakeholders to ensure alignment, approval, and smooth execution of Ukraine-related travel.
- Moderate rotation coordination meetings and contribute to, and present during, final security briefings.
- Support the digitalization and continuous improvement of rotation planning tools and processes.
- Prepare high-quality briefings, reports, and presentations for management and operational stakeholders.
- Apply a strong understanding of the SRM structure and internal processes to effectively guide and advise travelers.
- Contribute to the development of high-quality, best-practice security policies, standards, and operational procedures for GIZ, including appropriate levels of standardization.
- Support the implementation of, and monitor compliance with, approved security policies, standards, and operational procedures.
Required qualifications, professional experience and personal competences:
- University degree (or equivalent) in political science, international studies, business administration or equivalent field.
- At least 3 years’ professional experience in an international organisation in a comparable position.
- A good knowledge of the political and security context is an asset.
- Strong computer literacy, particularly in MS Office applications (Word, Excel, PowerPoint).
- Excellent interpersonal skills, with a proven ability to guide, support, and advise international staff.
- Outstanding communication, drafting, and presentation skills, with the ability to translate complex issues into clear, actionable information for diverse audiences and to contribute effectively to managerial decision-making.
- Excellent planning, coordination, and organizational skills, with strong attention to detail.
- Demonstrated ability to perform effectively under pressure; proactive, flexible, service-oriented, and able to work constructively with people from diverse cultural and professional backgrounds.
- Strong motivation and willingness to continuously develop and upskill in line with operational requirements.
- Fluency in English is required.
- Willingness and ability to work outside regular office hours, including weekends, when operationally necessary.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
