Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: MHPSS Psychosocial Worker (Consultant) (2 positions)
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 3 months, without possibility of extension subject to availability of funds and satisfactory job performance.

Under the overall supervision of the Chief of Mission and Operations Officer (MHPSS)and under the direct supervision of the Senior MHPSS Associate, the Consultant is expected to carry out specific MHPSS activities to community members affected by the war in Ukraine, which escalated in February 2022, following programmatic IOM guidance and international standards.
- Project Context and Scope: IOM Ukraine implements a broad range of community-based Mental Health and Psychosocial Support (MHPSS) activities targeting conflict-affected populations in Kyiv Oblast. Within the framework of the HREF and FPI projects, and in alignment with the MHPSS and Livelihoods Integration (MLI) programme, a new consultant will be engaged to provide flexible support in implementing field-level activities. These include MHPSS awareness sessions, peer-support groups, individual counselling, key informant interviews, art-based interventions, life skills development sessions for veterans and their families, and Equine-Assisted Psychosocial Support (EAPSS). The Consultant will contribute to the delivery of both group and individual activities, helping to ensure quality, relevance, and continuity of services based on the evolving needs of the community.

The Consultant will have the following duties and responsibilities:
- Plan, organize, and facilitate group-based psychosocial support sessions, including MHPSS awareness sessions, peer-support groups, and life skills development cycles, tailored to the needs of participants under the MLI programme, HREF and FPI projects.
- Provide psychosocial support, including both individual counselling and group interventions, to participants of MLI and Equine-Assisted Psychosocial Support (EAPSS) activities, focusing on work-related stressors, emotional wellbeing, and the development of interpersonal and soft skills.
- Contribute to the preparation and implementation of Equine-Assisted Psychosocial Support (EAPSS) sessions for veterans, their families, and families of the fallen, in accordance with IOM’s methodology.
- Support the organization and delivery of art-based and other community-level psychosocial activities based on locally identified needs.
- Ensure timely and accurate documentation of all MHPSS activities in CRM or other designated reporting tools, within 24 hours of implementation.
- Perform other related duties as may be assigned.
- Performance indicators for the evaluation of results
- Equine-Assisted Psychosocial Support (EAPSS) sessions are planned and delivered in a structured and timely manner, including participant selection, communication, and coordination of logistics.
- Group and individual MHPSS activities (e.g., counselling, peer-support groups, awareness sessions) are conducted regularly in line with the approved plan and community needs.
- Art-based and life skills activities are implemented effectively based on identified local needs and in coordination with the Senior MHPSS Associate.
- All activities are documented accurately and submitted in a timely manner using CRM or other designated tools.
- Regular communication and coordination with the Senior MHPSS Associate are maintained to ensure alignment with programme priorities.
- Other assigned MHPSS tasks are completed within reasonable timeframes and in accordance with IOM procedures.
- Education, Experience and/or skills required
- Bachelor’s degree in Psychology, with at least of 2 years of working experience
- Minimum 3 years of relevant experience in social and protection activities in related areas of intervention is an advantage.
- Experience in communicating and working with a wide range of people, including people of culturally diverse backgrounds.
- Previous experience in working in the UN system is an asset.
- Strong organizational and time management skills.
- Ability to work in a multi-cultural environment and respect diversity.
- Teamwork oriented but with a capacity to work independently.
- Excellent writing, analysis and data collection skills.
- Fluency in Ukrainian – required. Working knowledge of English – desirable.
