The Program Summary

Since July 2023, with support from the SDC and other donors, Mercy Corps (MC), in partnership with Helvetas Swiss Intercooperation, Right to Protection (R2P), and Joint Emergency Response for Ukraine (JERU led by Welthungerhilfe – WHH) have been implementing the “Ukraine Economic Resilience Programme” (ERP) which aims to stabilize livelihoods of IDPs and the conflict-affected population and reduce reliance on cash and in-kind support. ERP contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, ERP works as an adaptive response mechanism and adjusts programming according to ongoing analysis of the context and potentially changing needs.

The Position

Under the direct supervision of the Program Support Coordinator, the Senior Program Support Officer is responsible for providing comprehensive support to program implementation. This includes but is not limited to: working closely with Сconsortium and local partners to ensure smooth, efficient, and effective delivery; overseeing proper management of contractual documentation; assisting with budget control for financial assistance expenditures; and related documentation under the Economic Resilience Program. Together, the Senior Program Support Officer will build and maintain cross-activity and cross-partner learning by establishing and maintaining a structured system (logs, trackers, shared repository) to capture lessons learned from local and consortium partners; tracking and curating key reports and insights; holding learning briefs for the team; and translating evidence into practical recommendations for program adaptation and the design of future activities in close collaboration with the Program Support Coordinator and team. The Senior Program Support Officer will also contribute to consortium visibility by supporting the development of success stories and other communications materials in coordination with relevant program, MEL, and Communications colleagues. The Senior Program Support Officer will also promote Mercy Corps’ values through various entry points in the project and preserve staff morale and enthusiasm for the work.

Essential Responsibilities
  • Collaborate with program teams and with partners to facilitate the smooth implementation of program activities.
  • Support the strategic definition of new areas of intervention according to the changing context and needs.
  • Initiate the development of transparent calls for applications, with a specific focus on the Resilience/early recovery sector.
  • Guide the launch of these calls by reaching into existing Ukrainian civil society networks, collaborating with other MC teams in the country, coordinating with other INGOs operating in Ukraine, and working with civil society networks.
  • Oversee the internal partner selection processes and review committees when relevant, including contributing to the development of technical selection criteria.
  • Identify, build, and manage collaborative partnerships with sub-grantees, local governments, and other stakeholders.
  • Support potential local partners in project design and proposal development, contributing to program quality and ensuring soundness of technical approaches.
  • Contribute to program visibility by supporting the development of success stories and other communications materials in line with Mercy Corps branding and donor visibility requirements.
  • Develop a weekly work plan and overall schedule of assessments and monitoring.
  • Work closely with selected local partners to develop work plans, and other relevant programming documents that will guide project implementation.
  • Review and correct sub-grantee narrative reports to ensure implementation is on track and collaborate closely with Subaward Finance Compliance Officers and M&E teams to track alignment of partners’ activities with expenditures.
  • Follow up with partners on any issues that emerge from the reports, and work with them to realign or revise project strategies and plans as necessary.
  • Maintain sub-grant project files for each partner, and track submission of narrative reports and other deliverables.
  • Ensure proper maintenance of project files for the partner(s), keep all trackers up-to-date, and ensure project related deliverables are completed in a timely manner.
  • Ensure timely preparation partner payment packages.
  • Ensure compliance with donor regulations.
  • Ensure timely completion of monthly projections and other requested documents.
  • Responsibility for the quality of reports (monthly, quarterly and final).
  • Work closely with the MEL team to aggregate and analyze data provided by partners to both influence programmatic decision making and contribute to reports to the donor and/ or MC stakeholders at HQ or in the region.
  • Follow up with partners on any issues that emerge from the reports, and work with them to realign or revise project strategies and plans as necessary.
  • Verify the accuracy and completeness of documentation to support decision-making processes.
  • Document findings and recommendations for further action or approval.
  • Contribute to program monitoring and evaluation efforts by providing relevant data.
  • Ensure payments to partners and/or program participants (initiate payment requests).
  • Review expenditure reports and ensure adherence to approved budgets.
  • Identify discrepancies or irregularities and recommend corrective actions as necessary.
  • Ensure the accurate and timely preparation, review, and execution of contractual documentation related to the program.
  • Collaborate with relevant stakeholders to ensure compliance with organizational policies and procedures.
  • Maintain a systematic record-keeping system for all contractual documents and associated correspondence.
  • Participate in field assessment visits to program participants.
  • Assist in building capacity of new Resilience staff members.
 Risk Management 
  • Support risk management planning and implementation across the ERP program, with particular focus on the program activities.
  • Collaborate with program leadership to prepare for and respond to potential crises or disruptions that could impact program delivery.
  • Engage with internal audit processes to monitor compliance, track findings, and ensure timely implementation of recommendations.
  • Cooperate with Ethics and other teams focal points at country and global levels to identify, analyze, and mitigate operational or compliance risks.
  • Ensure the accurate and timely preparation, review, and execution of contractual documentation related to the program.
  • Draft and prepare agreements according to approved templates & program components, ensuring that all terms and conditions are clear and in line with program objectives.
  • Ensure all documents related to agreements, payments and grant utilization reports are of high quality and comply with organizational standards.
  • Work closely with local partner organization team specifically engaged in documentation process and permanent support provision with capacity development, ensuring prompt and timely signing grant agreements.
  • Follow up with partners on any issues that emerge from the reports, and work with them to realign or revise project strategies and plans as necessary.
  • Prepare and initiate payment documents for grant disbursement, ensuring timely and accurate processing of funds.
  • Maintain Individual Cash Transfer participant dataset and be ready to prepare tailored external deliverables based on it and program reporting/clarifications; ensure data accuracy, consistent messaging, and compliance with data protection and internal approval workflows.
  • Oversee the submission and archiving of final document packages for the program and its activities, ensuring completeness, version control, and audit-ready records.
  • Prepare and provide regular report on program activities to Food Security and Livelihoods Cluster or other related reports.
  • Maintain good working relations within Mercy Corps and other organizations in the area of responsibility.
  • Adherence to all Mercy Corps policies and procedures as outlined in Mercy Corps policies and procedure manuals.
  • Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Perform other tasks as requested by the project management.
 Safeguarding responsibilities 
  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Reports Directly To: Program Support Coordinator

Works Directly With: Economic Resilience Programme implementation team, Consortium and Local Partners, PAQ team, UACAT team, Finance and Compliance Department, Partnerships team, Operations team, Safety & Security team, other program teams

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
  • Diploma or University Degree in international studies, social, economic or other relevant field is desired.
  • At least 3 years of experience working in a non-governmental organization (NGO) or CBO focused on humanitarian assistance, relief or development work is desirable.
  • Proven experience in contract management, budgetary control, and business plan evaluation.
  • Strong analytical skills with the ability to assess complex financial and business documents.
  • Familiarity with the MS Office software (i.e. Word, Excel, and PowerPoint) is required.
  • Strong verbal and written Ukrainian and English are required.
  • Experience in developing success stories and communications materials (e.g., program participants profiles, case studies, human-interest stories) to highlight program results is an asset
  • Knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset.
Success Factors

To be success in this role, we expect you to have a meticulous attention to detail, robust analytical skills, and effective communication and collaboration with stakeholders. Strong multi-tasking, organizational, prioritization skills are necessary. Accuracy and attention to details are necessary. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Ability to coordinate with different members/levels of a team. Ability to travel within Ukraine and work in Remote project environment if security permits.

Living Conditions / Environmental Conditions

The position is based in Dnipro and it requires up to 20% travel to participate in the Consortium activities and program implementation, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. During the field trips living conditions will be adjusted to the field conditions.
