Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational Context/Project:

As the development arm of the United Nations, UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Through partnerships with national, regional, and local governments, civil society, and the private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. Today Ukraine is facing its most serious challenges since achieving independence in 1991. The conflict in the east forced more than one million people to leave their homes to save their lives. Recovery and Peacebuilding of the conflict-affected areas, as well as support of internally displaced people (IDPs) are among the top priorities for UNDP in Ukraine. Humanitarian aid is very important but is not enough. There is an urgent need for systemic response to the needs of internally displaced and people living in conflict-affected areas that goes beyond provision of short-term shelters. Working in close partnership with international partners and Ukrainian government UNDP Recovery and Peacebuilding Programme employs a holistic approach responding to the needs of the people in need and strengthening social cohesion and mutual understanding, at the same time preventing excessive social pressure on the host communities UNDP is helping to restore critically important social and economic infrastructure and effective work of local governments in eastern Ukraine; to create jobs and spur entrepreneurship among IDPs and host communities; and to promote peace and reconciliation

The Human Resources (HR) Clerk will provide HR services ensuring high quality, accuracy and consistency of work. The HR Clerk will promote a client-oriented and consistent with rules and regulations approach in the Unit. The HR Clerk will work in close collaboration with the operations, programme and projects’ staff in the CO to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Under the direct supervision of HR Analyst the national UN Volunteer will undertake the following tasks:

  • Ensure full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies;
  • Maintain proper filing system for HR records and documents in electronic and hard copies;
  • Monitor compliance of the CO on corporate dashboard;
  • Provide support in recruitment processes by advertising vacancies in UNDP E-Hire system and job-search sites and networks, conducts pre-longlisting of applications, collecting background information and documents from the candidates;
  • Support contracts issuance and extension;
  • Ensure Organorgams of CO and Projects are timely updated;
  • Prepare routine correspondence, certificates, faxes, memoranda, minutes and reports in accordance with Standart Operating Procedures (SOP);
  • Provide inputs to the staffing table, organirgam and rosters;
  • Extract, input, copy and file data from various sources;
  • Participate in the training for the operations team on HR related matters;
  • Contribute to knowledge networks and communities of practice.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

  • Timely and quality HR services provided to projects and UN Agencies;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

  • Completed secondary education, specialized certification in HR and/ or University Degree in social sciences would be desirable, but it is not a requirement.
  • At least 2 years of relevant practical experience in administration or human resources at the national or international level. Experience of working with databases and archiving systems in large organizations is highly desirable.
  • Language Requirements: Fluency in English, Ukrainian and Russian.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Assignment Place: Family Duty Station

Living Conditions:

Ukraine has reasonable health, education and transportation facilities. Ukraine has population of 44 million and area of 603,628 km2, making it the largest country entirely within Europe. Ukraine has a mostly temperate continental climate, although the southern coast has a humid.

Conditions of Service for national UN Volunteers

Contract is issued for 6 months; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of equivalent to 810 USD paid in UAH is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
