Background
UNDP provides support to Ukraine under the umbrella of the United Nations Partnership Framework for the period 2018−2022 to find innovative solutions to its development challenges. Its overall goal is to assist Ukraine in achieving its national competitiveness agenda with a focus on human development for all.Following up on the change management process, UNDP Ukraine has designed and builds on its monitoring system that will help to set targets and monitor substantive performance. Finance and Administrative Assistant will support effective delivery of programme finance services ensuring effective and transparent utilization of financial resources and integrity of financial services. Finance and Administrative Assistant will work in close collaboration with the operations, programme and project teams in the Country Office (CO), and UNDP HQs staff for assisting in resolving programme and operations-related issues, ensuring successful CO performance in Finance.
Duties and Responsibilities
Under the direct supervision of the Programme Finance Analyst and under overall supervision of M&E Analyst, and in close collaboration with projects, operations and programme staff in UNDP Country Office in Kyiv, the Finance & AdministrativeAssistant will be responsible for financial management and support of financialmonitoring and reporting implementation of the Programme:
- Review donor financial reports and forecasts (workplans) for consideration of Programme Finance Analyst;
- Provide day-to-day financial management and financial operations support to the programme in accordance with UNDP rules and regulations and relevant Standard Operating Procedures (SOPs);
- Monitor delivery results on monthly basis, budget utilisation, review financialexception reports (related to GMS, cost-sharing deficits etc.);
- Assist in regular monitoring of CO performance using corporate tools;
- Support financial resources management planning in accordance with UNDP rules and regulations;
- Review prepared budgets, assist in preparation of these budgets, overview budget revisions for Programme Finance Analyst approval;
- Assist with project closure process according to UNDP guidelines and procedures;
- Assist Programme management in preparation/revision of Programme Implementation and Annual Work Plans;
- Provide support in compliance with key performance indicators (KPI s) for Ukraine CO, in financial monitoring activities, financial recording/reporting system and assist in audit follow up within UN/UNDP rules, regulations, policies and strategies;
- Overview projects financial reports: annual, semi-annual reports and other ad hoc reports for consideration of Programme Finance Analyst;
- Provide input in ensuring high quality donor reporting under supervision of Programme Finance Analyst, focusing on standards and requirements based on signed agreements;
- Provide support for preparing financial delivery summaries, collecting and analysing projects data for projections and workplans etc.;
- Assist with provision of basic administrative support services to Programme Unit (logistical support to organization of travel, events etc., prepare routine draft correspondence, reports, minutes, presentations, etc., collect background information documents);
- Provide support to knowledge building and knowledge sharing in the CO, through participation in the training for the operations/programme/projects staff, contribution to knowledge networks and communities of practice;
- Perform other finance and administrative duties as may be required and assigned by supervisor and/or UNDP management.
Measurable outputs of the work assignment:
- All scheduled donor financial reports and other financial reports are checked for accuracy and submitted in timely manner;
- High-quality assistance to CO Office for compliance with key performance indicators (KPIs) and financial requirements is provided;
- Support in developing projects budgets are provided;
- Support in projects closure process is provided, and procedures are performed in compliance with UN/UNDP regulations and policies;
- Financial monitoring activities are designed and implemented in compliance with UNDP standards, the results are disseminated on a monthly basis;
- All assignments performed in a quality and timely manner.
Performance Indicators for evaluation of results:
- Financial monitoring activities are carried out regularly and in strict accordance with UNDP rules and regulations;
- Regular donor (financial) reports are reviewed and submitted;
- Project are timely and properly closed (operationally and financially) in strict accordance with UNDP rules and procedures;

Required Skills and Experience
Education:
- Bachelor’s degree in Accounting, Finance, Business Administration, Management, Economics, Social Sciences or any other relevant field.
Experience:
- Minimum three (3) years of relevant work experience in field of administration, finance, programme/project support service or other related fields;
- Experience in usage of computers and office software packages (Word, Excel etc.);
- Experience in working on similar positions with international organizations/projects will be considered as an advantage;
- Experience in handling of web-based management systems would be an asset.
Language Requirements:
- Fluency in English, Ukrainian and Russian.
