Deloitte is seeking a qualified candidate to serve as a Project Manager in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background and Summary:
Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The team’s focus is to increase the efficiency of these R&R parties: SARDI, PMU, and MOR, and to improve R&R coordination across Ukrainian and donor stakeholders.
SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the overall R&R ecosystem that encompasses policy making and implementation entities at national and subnational levels.
Objective:
The Project Manager of Subnational Restoration Projects will support SOERA’s Component Lead with coordinating development of subnational R&R projects within the PIU.
Responsibilities:
- Provide guidance and support to subnational authorities with respect to grants’ search and grants’ requests preparation regarding R&R projects.
- Identify training and development needs among hromadas related to R&R.
- Contribute to development of R&R training materials and delivery for hromadas.
- Coordinate development of subnational R&R projects.
- Collect structured and regular feedback from subnational authorities regarding their need for R&R-related support.
- Participate in SOERA work planning.
- Prepare reports and deliverables in accordance with the SOERA Work Plan.
Requirements:
- Advanced degree from an accredited university in economics, business, political science, energy, finance, social sciences, or other related field. At least 5 years of professional experience at subnational level with grants and project implementation.
- Demonstrated ability to establish productive relationships with senior government officials, business community, civil society, and international donors, particularly on politically sensitive and highly visible issues. Ability to maintain positive relationships with independent consultants, subcontracting firms, and consultants .
- Willingness to live and work in Ukraine when the security situation allows.
- Verbal and written fluency in English, along with strong communication, interpersonal, and presentation skills.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, an advantage.
- USAID experience preferred
