Under the direction of the Program director, the Program Assistant provides administrative, financial, logistical, and events management support to Program team members with regard to the mAIDan program activities.

Description of Mission

Expertise France is the French international technical cooperation agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.

As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, in order to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the agency has been regularly present since 2006 through series of technical assistance projects.

Description of the mAIDan Ukraine

The mAIDan Ukraine is a technical assistance multi-sectoral program as part of the French support to Ukraine coordinated by the French Special Envoy for Ukraine Relief and Reconstruction. The program’s main objective is to identify needs and propose technical cooperation projects that support resilience, reconstruction, and the accession process in Ukraine. Program sub-objectives include mobilizing technical solutions to meet the most urgent needs and initiate structuring cooperation and financing or co-financing technical assistance projects.

The program is managed by a program director based in Paris and a program coordinator based in Kyiv.

Description of roles and responsibilities

The program assistant will perform the following key services, in close co-operation with the Program team in accordance with Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

  • Support the day-to-day planning, organisation, co-ordination, and implementation and monitoring of program activities.
  • Proactively plan and support program events, ensuring all organisational, logistical and financial arrangements are in place.
  • Oversee engagement of service provider companies for the organisation of program events, conduct initial verification of financial documentation.
  • Support data collection and organisation with regard to program activities.
  • Liaise between EF, the Program team, short-term and mid-term experts on financial, administrative and logistical matters.
  • Prepare notes during the meetings.
  • Proofread, correct and translate, as necessary, documents and texts related to Program activities; coordinate with the Program translation/interpretation unit as necessary.
  • Support the production, distribution and publication of documents in print version or online
  • Streamline all data and documents management and storage via Program management software.
  • Perform other tasks at the request of the Program leadership.

Qualifications and Experience

Program Assistant possesses the below-indicated minimum qualifications and experience:

  • University degree;
  • At least three years of project management experience, preferably within the context of international technical assistance projects;
  • At least two year of experience supporting logistics and event management in a fast-paced environment;
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, etc.)
  • High degree of organization and ability to multitask;
  • Fluency in written and spoken English and Ukrainian. Good command (B1) of French is obligatory

  • Adaptability – works effectively in a constantly changing environment and within a variety of dynamic work situations, adjusts own work plans, activities or actions to meet priorities

Placement

The position envisages operation in a hybrid format from Kyiv.
