Introduction

Ukraine Community Action for HIV Control is a project funded by the United States Agency for International Development (USAID) which aims to accelerate Ukraine’s effort to achieve epidemic control by 2030 through improved prevention, testing, and linkage to care among key and priority populations.  Community Action’s four objectives are:

  1. Strengthen existing HIV package with differentiated service delivery models for prevention, testing, and linkage to care with flexibility to serve clients’ needs depending on shifting demographic trends.
  2. Strengthen the capacity of community-based organizations to implement and sustain differentiated HIV service delivery models based on the needs of key populations and priority populations through civil society engagement and community empowerment.
  3. Introduce an enabling policy environment to enhance access to rights-oriented and client-centered HIV services for key populations.
  4. Restore access to essential health services at community level in priority oblasts to mitigate morbidity and mortality due to emerging war-related health conditions and interrupted access to health services.

Community Action is a five-year project led by a consortium partnership comprised of Pact International, as the prime award holder, with FHI 360 and AIDS-Foundation East-West (AFEW) as technical partners. Community Action works with and strengthens Ukrainian non-governmental organizations (NGOs) and community-based organizations (CBOs) to implement activities supporting the above-mentioned objectives.

Position Summary

In conjunction with other Team members and under the supervision of an FHI 360 Technical Advisor, the the Program Officer will support implementation of Objective 4 listed above: restoration of essential health service disrupted by Russia’s invasion of Ukraine. The Program Officer will be responsible for supporting the FHI 360 team in the planning, coordination, execution and monitoring of such activities. Responsibilities will include provision of technical assistance to NGO and CBO grantees engaged by the project, review and analysis of activities in the field, day-to-day logistical support for activities, writing and documentation of program activities, monitoring and other duties as assigned to support the team.

Location of Assignment:

This position is expected to be based in Kyiv, Ukraine.

Essential Duties and Responsibilities

  • Support partners to implement strategy and process development to restore the health systems in selected oblasts.
  • Follow-up with NGO and CBO partners on humanitarian capacity strengthening plans and contingency plans.
  • Attend humanitarian and development coordination meetings as assigned. Provide input from the Project in those meetings, summarize and share out meeting notes.
  • Support the technical and contextual adaptation of related Project activities
  • Implement the project’s comprehensive activities aimed at the restoration of essential health services and support health system recovery in selected oblast.
  • Review and evaluate incoming proposals from non-governmental organization from selected oblasts, acquire supplementary information/research as needed
  • Carry out administrative duties for the team to support implementation of activities
  • Conduct monitoring of project activities aiming at restoration of essential health services and support health system recovery. 
  • Write reports and analyses of programmatic activities
  • Take part in participatory methodologies, co-creation, and contextualization using developed approaches and tools to ensure high-quality technical programming.
  • Contribute to the development of materials and processes for specific areas/topics identified as needed for local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies
  • Support the periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners.
  • Represent the project in technical meetings, conferences, and coordination platforms.
  • All other duties as assigned

Minimum Requirements

Education and Experience:

  • Master’s degree in a relevant field including public service, law, social sciences, public health etc and 3+ years relevant experience or equivalent combination
  • At least 2 years of experience in liaising with a variety of actors: international organizations, civil society partners, government, and regional authorities
  • Demonstrated experience in managing complex task and challenging operation environment.

Additional Qualifications:

  • Demonstrated experience in managing/participating national level technical assistance and humanitarian response program
  • Ability to organize and assist in the facilitation, training, and mentoring of partners in the technical and organizational aspects of the Project.
  • Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and private sector.
  • Strong written and oral communication skills, including presentations and preparations of written reports.
  • The candidate must be demonstrably in (oral, writing and reading) Ukrainian and English.
  • Ability to travel within Ukraine 

Preferred Qualifications:

  • Experience coordinating with international field offices or government agencies.
  • Experience implementing/coordinating donor-funded programs in Ukraine.
  • Knowledge of the political, social, and economic context of Ukraine.
  • Experience working with government, community-based organizations and/or key populations in Ukraine.
  • Experience to supporting the health service provision program for vulnerable or specific population
  • English language skills preferred but not required
