Position Title: Procurement and Contracts Officer
Position Type: Fulltime (7.5 hours per day)
The Police Stabilization Project (PSP) is a $4.9 million (CAD$) project funded by Global Affairs Canada through its Peace and Stabilization Operations Program (PSOPs) and implemented by Alinea International as part of its ongoing work to support policing operations and training in Ukraine since 2015. The main goal of the project is to strengthen the capacity of the National Police of Ukraine (NPU) and the Ministry of Internal Affairs (MOIA) to effectively respond to new demands and responsibilities in the context of the ongoing war with Russia.
Accordingly, a Procurement and Contracts Officer will be hired as a member of the project team based in Kyiv and will have the following responsibilities:
- managing procurement procedures, including: (a) analysis of the market of goods and services; (b) search and review of suppliers; (c) preparing agreements with the suppliers; (d) facilitating purchase of office equipment and supplies; (e) managing procurement logs; (f) preparing handover certificates and acts of acceptance; and (g) coordination of delivery and organization of related logistics;
- drafting grant agreements with NGO partners based on their approved proposals, including: (a) reviewing all documentation and requirements of partners; (b) seeking approval and inputs from project legal advisors; and (c) facilitation of internal approval processes;
- facilitating procurement of goods and services associated with support for NGO partners, including: (a) gathering quotations from suppliers; (b) preparing procurement purchase requests; (c) drafting and reviewing agreements with suppliers; and (d) preparing handover certificates;
- providing administrative oversight and maintaining financial records associated with NGO initiatives, including: (a) keeping records of financial report documents provided by partners; and reviewing financial report documents for accuracy translating or arranging translation of documents;
- assisting with financial administration and registration support, including: (a) processing and submitting documents for registration purposes; (b) drafting letters requires for registration projects and banking; (c) performing other administrative duties and tasks as assigned by the Project Director and the Deputy Project Director.
Required Qualifications:
In order to be considered for this position, potential applicants should have a combination of the following skills and experience:
- a university degree in economy, finance, international relations or related field;
- a minimum of three years of experience performing duties in procurement and contracts;
- ability to work with international partners and officials;
- comprehensive knowledge of contract law and relevant procedures;
- experience of managing a tender process and/ or contract negotiation;
- knowledge of public procurement contracting and tendering principles;
- knowledge of the principles and procedures involved in financial management;
- effective problem-solving, time management, planning and organisational skills;
- excellent communication skills (written, oral and interpersonal);
- ability to work both independently and within a team environment;
- fluency in English and Ukrainian;
- previous experience in law enforcement and public safety reform an advantage.
The Procurement and Contacts Officer will report to Project Director and the Deputy Project Director.
The duration of the contract is from December 1, 2023 – November 30, 2024 but is subject to review every six (6) months.
