Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Privatization Marketing Consultant supporting the State Property Fund of Ukraine(SPFU). The position is full-time/remote but requires a location in Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of State-Owned Enterprises (SOE), and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

1. SOE Mapping, Information, and Strategy.
2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
4. Facilitating SOE Privatization.
5. Improving Corporate Governance and Management of SOEs.
6. Providing Emergency Response and Recovery Preparation Technical Assistance to the Government of Ukraine (GOU) and SOEs.

Objective:

In 2022, Ukraine passed major policy reforms simplifying the privatization process and allowing increased numbers of SOEs and real estate assets to be privatized.  The privatization program both supports the relocation of businesses who have suffered as a result of Russian aggression but also provides a revenue stream to finance the war effort.  To maximize the awareness of privatization opportunities and revenues for the Ukrainian state budget, the privatization pipeline must be planned with an eye on the market, a marketing plan tailored to the pipeline, with increased coordination among the major institutions in the privatization process—the State Property Fund of Ukraine, Prozorro.Sale, and the latter’s 43 electronic marketplaces.

Responsibilities:

1) Support the development of the privatization auction plan

• Develop a yearly and quarterly schedule of enterprises to be privatized taking into account asset attractiveness, potential revenues, regional balance, timing of privatization preparation, and industry
• Preparation of proposals for privatization lots

2) Support the marketing of SOEs and state property

• Preparation of marketing plans for SOEs and assets included in the privatization plan in coordination with Prozorro.Sale and its electronic marketplaces.
  • Identification potential investors
  • Development of plan for marketing materials preparation
  • Development of marketing informational materials
  • Development of plan for events and meetings to support the privatization of individual SOEs and assets
• Preparation of information teasers for enterprises
• Preparation of medium-term investment menus
• Preparation and implementation of plan to increase private sector participation in privatization
• Coordination of information and data exchange between Prozorro.Sale and SPFU, including alignment of statistics on privatization and leasing.

Position Requirements:

• University degree in marketing, business, finance, communications or related field
• Over 5 years of experience in marketing and communications
• Fluent Ukrainian and English
• Strong written and verbal communication skills in Ukrainian and English
• Ability to work in a team
• Excellent analytical skills and proven organizational skills
• Experience in leading multi-stakeholder teams.
