General Functions: Under the direct supervision of the Programme Coordinator (Housing), and in close cooperation with other Emergency and Stabilization (E&S) Project related staff, the Survey Interviewer will collect data through a household survey questionnaire for the IOM project ‘Improving living conditions of internally displaced people in Eastern Ukraine’. Survey Interviewers will be recruited, and will conduct their work only in the government-controlled areas of Kramatorsk and Severodonetsk. 

Core Functions:

  1. Survey Interviewer will visit households under the direction of the Programme Coordinator (Housing), E&S Project related staff and in accordance with the survey protocol. In each household the Survey Interviewer will solicit informed consent and administer questionnaires through an interview with an adult household member. 
  2. The Survey Interviewers will be acting in consistency with IOM standards of Conduct and following IOM Data Protection Principles and will be expected to conduct themselves guided by high ethical and professional standards in their work. 
  3. Surveyors should be available to work maximum 40 hours per week. 
  4. Mandatory two-day training will be conducted prior to carrying out the survey to prepare Survey Interviewers in how to conduct themselves and carry out their tasks including household selection procedures, questionnaire administration and securing informed consent from participants. 
  5. Training is expected to be held in early December 2020 and will be followed by data collection, which is planned for completion no later than three weeks later. Surveyors must be available for the entire training and survey period unless special arrangements are made in advance. 
  6. Surveyors will be expected to equip themselves with their own mobile phones in order to communicate with the Survey Coordinator and other IOM staff if required. 
  7. Perform such other duties as may be assigned. 

Specific Responsibilities

  • Participate in two-day training and demonstrate competency and enthusiasm to be a Survey Interviewer.
  • Visit households to implement the questionnaire in accordance with the training, guidelines and protocol provided.
  • Respect prompt and full attendance during each and every day of training and survey implementation, as required.
  • Conduct oneself in a courteous and professional manner in dealings with household members and colleagues. 

Required skills and Experience

Candidates will be expected to demonstrate that they have the following skills and experience:

  • Educated to university level, either studying for a degree or already a graduate
  • Excellent listening skills, and able to follow instructions with meticulous attention to detail
  • Familiarity in using tablet electronic devices
  • Tactful and patient when asking questions to people who do not know them, and who may have undergone trauma and be sensitive about their personal experiences and their current situation
  • Self-motivated and interested in conducting quantitative research
  • Experience in conducting questionnaire administration, surveys or similar data collection exercises is desirable

Languages

  • Excellent communication skills in Ukrainian and Russian

Terms and conditions

Interviewers will be paid a flat rate of USD 3.87 per hour. They will be expected to work up to 8 hours per day and no more than 40 hours per week, over a period of approximately three weeks. Time will be allowed to take breaks, including lunch.

Interviewer will be provided with personal protective equipment for COVID- 19 (masks, gloves, etc)
