Background of the Consultancy: The ongoing COVID-19 pandemic in Ukraine is set against a backdrop of a country that has been affected by six years of armed conflict, an underfunded health system, and an ageing population. In the conflict-affected oblasts, Donetsk and Luhansk, there is a very high proportion of elderly people (36 per cent of total population), many of whom live in remote settlements with limited services and access to existing ones. In addition to physical health needs, the COVID-19 pandemic is impacting the psychological wellbeing of population through increased fear, anxiety, confusion, frustration, anger, and withdrawal.

IOM Ukraine will contribute to the Government of Ukraine’s efforts to effectively prepare and respond to the impact of COVID-19 in conflict-affected areas. It will do so through the provision of essential hygiene, mental health and psychosocial (MHPSS) support and individualized assistance to individuals that are at risk of trafficking in persons , through support to vulnerable returnees who are at risk of exploitation and abuse, IDPs and other conflict-affected individuals in the government-controlled area (GCA) of Donetsk and Luhansk regions.

Nature of the Consultancy: Under the overall supervision of the Emergency and Stabilization Programme Officer, TRD Programme Officer and the direct supervision of the Community Stabilization Project Specialist, the Consultant will contribute to the implementation of IOM Ukraine’s Emergency and Stabilization-related programming, in particular by supporting the MHPSS COVID-19 outreach and response efforts through management of a hotline and monitoring and reporting of COVID 19 impact of mental health and wellbeing of conflict affected populations..

Core Functions / Responsibilities:

  1. Assist CSPS and consultant psychologists in the identification of beneficiaries by coordinating with other IOM response units for referrals, reaching out to institutions outlined by consultant psychologist to inform them of MHPSS activities and contacting potential beneficiaries.
    1. Coordinate with other E&S units and monitor relevant ECA platforms/stakeholders to identify COVID-19 environmental trends and their impacts on communities and the individual household level to assist in the directing of current and future MHPSS services.
    2. Manage MHPSS hotline including receiving calls, logging of calls and relevant information in MHPSS hotline database and refer individuals to suitable psychologists.
    3. Periodic review of hotline database to develop analytical dashboard and follow up with psychologists for counseling reports for sharing with CSPS on monthly basis. 
    4. When necessary, provide callers with PFA to assist the individual until a suitable psychologist is available.
  • Perform such other duties as may be assigned.

Call for Consultants

IOM Ukraine is looking for a positive, attentive, responsible persons with clear diction, able to work as a part of the team. Two Consultants will be working from Monday to Friday from 9:00 till 18:00 and one consultant will be working on Saturdays and Sundays from 10:00 till 17:00.

The Consultant should meet the following requirements: 

  • Advanced degree in a Psychology, Social Work or other related area is required.
  • Fluency in Russian and Ukrainian is required.
  • Experience in working in call-centres will be an asset.
