Power System Procurement Expert

Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position Summary

USAID ESP is currently looking for a Power System Procurement Expert who will serve as the member of the Electricity Team to support Ukrainian power system development, including further integration with European grids and harmonization of electricity market rules of Ukraine with the EU market. This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The Power System Procurement Expert will report to the Senior Electricity Regulatory Manager.

Main Responsibilities:

  • Support coordination of cooperation with the Ministry of Energy (MoE), Ukrenergo (TSO), DSOs and Regulator in relation to Ukrainian power system development;
  • Support project activities towards procurement of materials and power equipment for restoring damaged power system infrastructure, including but not limited to assessment of the needs of the TSO and DSOs, identifying vendors and suppliers, and preparing cost estimates;
  • Support project activities on network planning (at TSO and DSO levels) towards restoring the damaged power system infrastructure and expansion/development of the existing grids;
  • Conduct the assessment of the completeness and quality of technical specifications of electrical equipment (voltage range from 0.4 kV to 750 kV) provided by power sector companies (e.g., Ukrenergo, Oblenergos, Generation companies, etc.) in procurement requests;
  • Assist in preparing and finalizing comprehensive technical specifications ready for procurement and tender processes;
  • Analyzing and preparing responses for technical questions from vendors during the tendering process (including coordination with MoE and beneficiaries);
  • Participate in tender evaluation processes and evaluate the technical part of bids and offers from equipment manufacturers and suppliers;
  • Support project activities related to the power system modeling (technical and economic), collect input information and prepare reports;
  • Support project activities on integration with ENTSO-E, including improvement of transmission and distribution Grid Codes;
  • Provide technical assistance to strategic planning and capacity development components of the project implementation;
  • Build and maintain strong partnerships and effective coordination among relevant stakeholders (for example, USAID and other international donors, government bodies, non-governmental organizations, or other relevant partners);
  • Perform other duties as assigned.

Qualifications:

  • University degree in electrical engineering or related field acceptable forTetra Tech;
  • At least 5 years’ experience in the electricity sector. Strong understanding of the specifics of Ukrainian power system operation;
  • Good knowledge of power system grids and equipment on TSO and DSO levels;
  • Experience in the design or modernization of electrical substations or power plants is a plus;
  • Experience in working with high level stakeholders including senior government counterparts will be an advantage;
  • Project management skills, including ability to develop and manage relationships with a diverse set of officials and stakeholders;
  • Proficiency in English (at least intermediate written, read, spoken, and heard) and Ukrainian;
  • Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.).
