Position Summary
Momentum Wheels for Humanity is seeking a Physical Rehabilitation Technical Director for the anticipated five-year U.S. Government Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The goal of the project is to create sustainable quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country. The Physical Rehabilitation Technical Director will provide technical guidance on rehabilitation system development activities in Ukraine designed to strengthen capacity for the provision of ongoing and conflict-related rehabilitation services. In coordination with the Chief of Party and Deputy Chief of Party, the Physical Rehabilitation Technical Director will provide high-level support in the technical rehabilitation direction of the Rehab4U project, ensuring that they are in alignment with relevant national and international technical guidelines and advising on program design, and planning.
Applicants must be willing and able to work in Ukraine, as this position is expected to be full-time and based in country.
This position is contingent upon project award and funding.

Expected Duties and Responsibilities
The Physical Rehabilitation Technical Director will have the following responsibilities:
Provide rehabilitation technical assistance and strategic leadership to the Rehab4U project
- Provide in-country technical assistance to MWH and sub-partners to ensure that rehabilitation activities are aligned with national and international standards and policies draw on MWH’s historical programming achievements and direction
- Recommend and support the identification of national and international trainers for rehabilitation training activities
- Support and contribute to project work plan revisions and adaptations together with the technical staff and project managers
Liaise and engage key rehabilitation stakeholders on advancing Rehab4U’s technical objectives
- Maintain regular communication and coordination with the MWH Chief of Party, Deputy Chief of Party, and MWH HQ to update on relevant program activities, suggest necessary adjustments, identify opportunities, and address evolving issues
- Lead technical discussions in meetings with sub-partners and government or other local stakeholders, as relevant
- Maintain ongoing coordination with international professional rehabilitation associations and identify opportunities for collaboration and capacity-building
- Represent the Rehab4U project as needed in strategic bilateral or multilateral coordination meetings
Minimum Qualifications and Experience
- Bachelor’s (BA/BS) or advanced degree required in a rehabilitation-related field (physical and occupational therapy, prosthetics and orthotics, assistive technology, etc.).
- Minimum five (5) years of experience in rehabilitation and/or assistive technology, health programs, and/or development, with at least two (2) years in the management or implementation of international development activities in a developing country context.
- Strong level of technical and/ or managerial knowledge, skills, and experience to provide technical guidance and management related to various-sized programs, grants, or projects.
- Proven experience managing a team of highly skilled senior experts and supervising staff on a project of similar scale and complexity.
- Written and spoken fluency in Ukrainian
- Excellent written and spoken fluency in English
