Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.
Background:
Pact seeks an experienced Mental Health and Psychosocial Support (MHPSS) Consultant who will act as a liaison with the Ukrainian Public Health Center to support coordination and alignment between PHS R&R MHPSS activities and UPHC objectives and priorities in the mental health area. The consultant will report to PHS R&R Senior Mental Health Advisor.
Duties and responsibilities:
• Contribute to the development of normative legislative documents to regulate mental health services delivery on the national level.
• Participate in coordination of informational-educational activities aimed at raising awareness on mental health among general population, medical and non-medical services providers.
• Support development and strengthening of multisectoral collaboration and international partnerships in the area of mental health.
• Contribute to enhancing capacities of regional Centers for Disease Control and Prevention in the area of mental health.
• Contribute to the implementation of activities to strengthen data use for decision making; support monitoring and evaluation against key indicators in the area of mental health.
• Participate in activities aimed at increasing the role of communities, people with mental and behavioral disorders, on the national and regional levels.
• Contribute to the implementation of activities aimed at de-stigmatization of mental health.
• Provide technical and methodological support to standardization of mental health services.
Period performance: November 2023 – September 2024 (12-15 days per month).
Deliverables:
- Provided reports on the performed tasks (November 2023 – September 2024)
Requirements:
- Master’s degree or higher from an accredited university in mental health, medicine, public health, social work, public policy, health and human services, or a related field is required
- At least five years of experience developing, implementing, and/or monitoring mental health programs.
- Broad understanding of public health, health systems, and mental health programming in Ukraine.
- Experience working with public sector and government officials.
- Demonstrated ability to work in complex environments and work with and between different stakeholders.
- Demonstrated skills in problem solving and consensus building.
- The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian and English
Selection Criteria:

Proficient in Ukrainian and English (literate oral and written communications) – 20 points.
