Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.

Background

Pact seeks a facilitator to conduct seminars on the lessons learned from responding to COVID-19 in eight focus regions of the PHS R&R Project. The ultimate goal is to analyze the accumulated experience and insights gained from the COVID-19 response in these regions and use them to develop actionable recommendations. Through these seminars, the facilitator will facilitate in-depth discussions and knowledge sharing among stakeholders to identify key challenges, successful strategies, and areas for improvement. Then on this information will be developed comprehensive recommendations that can inform future public health policies, programs, and response plans. By leveraging the lessons learned, the aim is to enhance the overall public health system’s resilience and capacity to effectively respond to similar crises in the focus regions and beyond.

 Duties and Responsibilities (Tasks)

  • Take part in the information events, such as meetings, seminars, workshops, webinars and others at the national, regional and subregional levels
  • Co-Facilitate seminars on the lessons learned from the COVID-19 response in the PHS R&R focus regions
  • Contribute to the development of concept note summarizing the findings and recommendations from each seminar.

Period of performance: July 2023-August 2023 (no more than 30 days in total)

Deliverables

  1. Presentations and other materials for information events such as meetings, seminars, workshops, webinars and others at the national, regional and subregional levels are prepared and delivered to the target audience in timely and professional manner
  2. Seminars to study the local response to COVID-19 in 8 focus regions of PHS R&R are held
  3. Proposals for the development of concept notes summarizing the conclusions and recommendations of each workshop were provided.
  4. Consultant’s activities are coordinated with the Project team, and the Project receives the necessary reporting as required.

Requirements:

  • Technical expertise in the area of immunization with at least 10 years of the relevant professional experience
  • Knowledge of best practices and lessons learned in COVID-19 response.
  • Experience in facilitating seminars or workshops on the topic of responding to COVID-19.
  • Documented experience in the delivering of educational/information events for a wide range of stakeholders in the area of immunization
  • Fluency in Ukrainian (literate oral and written communications)
  • Focus on results, strong teamwork and communication skills, and interest in continuous professional development.
  • Ability to travel to the respective regions as required.

Evaluation Criteria

  • Technical expertise in the area of immunization with at least 10 years of relevant professional experience. Knowledge of challenges faced, lessons learned, and best practices in pandemic preparedness, response, and recovery. Consider their understanding of the global and regional responses to COVID-19. – 30 points
  • Experience in Facilitating Seminars or Workshops on COVID-19: Documented experience in the delivering of educational/information events, preferably focused on responding to COVID-19 for a wide range of stakeholders in the area of immunization. Consider the scope, scale, and target audience of their previous events. – 40 points
  • Fluency in Ukrainian (literate oral and written communications). – 30 points
