The primary goal of PHS R&R Activity is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups. This is a five-years activity started in May, 2022.

Position Purpose

Pact seeks an experienced Public Health Communications Specialist for the PHS R&R Activity. The Public Health Communications Specialist will support coordination of communication activities on the local and regional levels including, but not limited to communication campaigns and communication trainings that target key stakeholders in the public health sector – MOH/CPH, rCDCPs, and territorial communities via grants and contracts.

This position will report to the Public Health Communications Lead and will work collaboratively with the communication team and other PHS R&R program units.

Key Responsibilities

  • Develop and implement Communication Campaigns: Design, implement, and manage comprehensive communication campaigns that promote public health. This includes concept development, messaging, content creation, and delivery through traditional and digital media channels. Coordinate with internal teams and external partners to ensure seamless communication campaign execution as per approved project workplan and recovery and resilience goals. Follow and maintain reporting requirements.
  • Training & Development: Supervise and enrich communication-related training programs for stakeholders, ensuring content alignment with public health communication best practices and project goals. Develop, implement or supervise communication training programs for external stakeholders, including but not limited to the focus on digital communication and social media marketing.
  • Stakeholder Engagement: Collaborate with diverse stakeholders, including public health officials, community leaders, and external partners, ensuring clear, consistent, and impactful communication.
  • Content Creation: Develop and curate high-quality content (e.g., press releases, social media posts, newsletters, reports, official letters, presentations etc) that effectively convey key messages to a variety of audiences.
  • Monitor & Evaluate Campaigns: Track and assess the impact of communication initiatives through key performance indicators (KPIs) and adapt strategies based on data insights.
  • Planning and Reporting: Provide technical inputs into project work planning, tools development, learning reviews. Prepare project reports related to Communications as per assigned standards.
  • Other duties, as assigned.

Basic Requirements

  • BA in communications, journalism, psychology, social work, international relations or related field, or an equivalent combination of relevant experience or training.
  • Bachelor’s degree and 5+ years relevant experience or Master’s degree with 2+ years of relevant experience
  • Experience working with national and regional government and community stakeholders in Ukraine.
  • Experience in development of communications strategies and tools, digital media, event management
  • Broad understanding of public health system in Ukraine and ability to communicate complex public health information clearly and effectively to diverse audiences.
  • Strong organizational and project management skills, with an ability to juggle multiple priorities in a fast-paced environment.
  • Experience in development of training sessions on communication
  • High-level interpersonal and communication skills; demonstrated skills in problem solving and consensus building.
  • To be a Team-player with ability to work effectively within a team of communication specialists, contributing their expertise while fostering a cooperative and creative environment to achieve shared project goals.
  • Demonstrated ability to work in complex environments and work with different stakeholders.
  • Strong computer skills with Microsoft Office.
  • Experience using online communication platforms and tools (Zoom, Teams, etc.) to manage virtual events, workshops, etc.
  • Highly competent written and oral communication skills with professional level of English and Ukrainian.

Preferred Qualifications

  • Experience providing support to US government funded projects will be an advantage.
  • Ability to work with Adobe Creative Cloud (Adobe Illustrator, Adobe Photoshop) Publisher, R Project, Inkscape, WordPress, and a variety of website applications will be an advantage.
