GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.
The Operations Assistant will oversee daily programmatic and administrative operations at the Chernihiv (Ukraine) office. They will provide administrative, logistics, and procurement support to ensure that all day-to-day programming activities are adequately supported. There are two positions being hired for this job posting; one will be based in our office in Chernivtsi, Ukraine; the other position will be based in our office in Chernihiv, Ukraine.
Essential Responsibilities
Under the direction of the Operations and Logistics Manager, assist with the following:

Implementation, monitoring and evaluation of new initiatives and procedures related to Operations.

Preparation and maintenance of records for all required documents related to operations.

Follow up on the approval process of purchase orders and prepare supporting documentation.

Implementation and management of contracts in forwarding, transport and warehousing, where necessary.

Preparation of required documents for warehouse management and contract management reception of goods.

Management of site visit process and Quality Control/Check Process for GC commodities.

Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of office operations.

Fleet management and preparation of required reports accordingly, i.e., fuel ledger report and cost allocation report.

Work with partner staff to undertake transport of people and commodities in an efficient safe way including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant team members in GC.

Communications and correspondence with local and legal authorities.
Working Relationships

ESSENTIAL

Experienced in using Microsoft Office suite of programs, PODIO and ERP system.

Ability to organize & priorities workload independently, using initiative when appropriate.

Fluent in English (written/spoken); Ukrainian language skills a plus.
QALIFICATIONS AND EXPERIENCE

A university degree in international relations or other relevant field, or a combination of experience and education working in this sector.

A minimum of 1 year of experience in operations such as the customs clearance process, management of quality control process, research planning, shipping planning, procurement and storing planning.

Past work with international donor funded programs preferred.

Past work in war/crisis affected communities preferred.
