Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: GIS and Information Management Consultant
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 6 months, with possibility of extension pending available funds and satisfactory job performance.
- Nature of the consultancy:
Under the overall supervision the Chief of Mission and the direct supervision of the Information Management Officer, the Consultant will support the Information Management team with Geographic Information System (GIS) tasks, data cleaning and quality control, and survey form creation and testing in.
- Project Context and Scope:
Over nine years Russia’s war on Ukraine caused the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. Since significant escalation in violence in February 2022, damages are now spread country-wide, while internal displacement has reached approximately 5.35 million. This is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context requiring urgent support in the assessment and reporting of displacement and multi-sectoral conditions across the country.
The project context encompasses the diverse areas of Data and Analytics’ work in Ukraine, including but not limited to migration statistics, mobility monitoring, vulnerable population identification, and other such assessments utilized to support evidence-based humanitarian and response programming. The consultant must consider specific contextual challenges and opportunities to develop successful information management process mapping and recommendations to contribute to more precise and higher-quality analysis outputs.

- Category A Consultants: Tasks to be performed under this contract
- Assist in data cleaning and normalization processes to ensure accuracy and reliability of data.
- Develop, test, and upload Kobo forms in line with Data and Analytics Unit guidelines.
- Perform SQL (Structured Query Language) queries for data extraction, analysis, and reporting.
- Utilize knowledge of databases and dashboards, such as Power BI, to create visual representations of data and facilitate understanding.
- Support the team in data analysis, cross-checking datasets, translation automation, and report reviews.
- Support in the development of technical documentation and specialized support to Hromada administrations and civil society organizations.
- Work closely with the Information Management team to ensure adherence to data privacy policies and procedures.
- Verify that all data collection is in line with IOM’s Data Protection Principles.
- Serve as L1 Support Person for all IM related incoming requests.
- Perform such other duties as they might be assigned.
- Performance Indicators for the Evaluation of Results:
- Kobo forms: Successful deployment of Kobo forms to the main IOM Kobo service and ensure that data collection is happening smoothly, as well as collecting feedback from users and fixing any errors or labels on a monthly basis.
- GIS support: Successful creation and maintenance of basic GIS outputs (e.g., shapefiles, layers, maps) in line with DTM and IM guidelines for analysis and public datasets.
- GIS integration: Successful migration and conversion of geographic data from Kobo API or shapefiles into GIS tools (e.g., QGIS or ArcGIS) in line with IM guidelines and instructions for each round of assessment on a monthly basis.
- Dashboards maintenance: Successful deployment and maintenance of dashboards, including automatic refresh and updating of datasets and use of Kobo API.
- Education, Experience and/or skills required
Education:
- University degree in Computer or Data Sciences, Statistics, Information and Technology, Geography/Geographic Information System, Communications, or a related field from an accredited academic institution with two years of relevant professional experience.
Experience:
- Experience in SQL queries (desired)
- Experience writing scripts (R, Python, Power Query) to produce charts or data insights.
- Experience using ArcGIS, QGiS.
- Experience in managing data entry and maintenance.
Technical skills:
- Knowledge of GIS, Python and related technologies.
- Knowledge of API and understanding of web requests and the ability to work with GET and POST methods.
- Excellent verbal and written communication skills.
Language:
Ukrainian – Fluency required
English – working knowledge
- Travel required
