TERMS OF REFERENCE 

FOR THE NATIONAL CONSULTANCY CONTRACT OF: Labour Market Assessment and Employability Support (LMA) National Consultant

  1. Duty Station of the Consultancy: Lvivska, Ivano-Frankivska and/or Ternopilska  oblasts, Ukraine, (Home-based, with frequent travel to the target community); 2 positions
  • 1 position- covering Lvivska oblast and Ivano-Frankivska oblast
  • 1 position- covering Ternopilska oblast
  1. Duration of Consultancy: 6 months, with possibility of extension subject to availability of funds and satisfactory job performance.
  2. Nature of the consultancy:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the National Programme Officer (Labour Market Development), the LMA National Consultant will be responsible to provide an evidence-based labour market and employability assessment that analyses bottlenecks and opportunities for both employers and job seekers, and provides recommendations for improving labour market outcomes for vulnerable populations (such as IDPs, youth, women, people with disabilities and veterans). It is envisioned that the assessment will cover the following oblasts: Lvivska, Ivano-Frankivska, and Ternopilska, focusing specifically on:

  • Ternopil and Kremenetska communities in Ternopilska oblast,
  • Drohobytska, Stryiska, and Chervonohradska communities in Lvivska oblast
  • Kaluska community in Ivano-Frankivska oblast.
  1. Project Context and Scope:

The objective of the project is to promote lifesaving assistance integrated with strengthening capacities of the communities involved as per recovery approaches. Among other project interventions, IOM will increase employment opportunities for vulnerable populations such as youth, women, persons with disabilities, and veterans. IOM will connect up to 300 persons in vulnerable situations residing in the project target communities with the vocational training, focused on available demand from relevant economic sectors in the area.

  2. Category B Consultants: Tangible and measurable outputs of the work assignment:

Tasks to be performed under this assignment:

  1. In coordination with IOM, map the job market in project target oblast/communities to identify employers that require workers and skills matching the vocational training provided by the project;
  2. Establish contacts with the employers and, as/if relevant, chambers of commerce, employment support organizations, recruiters and other similar stakeholders.
  3. Organise meetings and/or key informant interviews to better understand employers’ unmet needs, challenges they may face in recruiting persons from vocational training centers, and recruitment strategies that could be leveraged to connect project beneficiaries with job opportunities.
  4. In coordination with IOM, conduct focus group discussions with the beneficiaries of IOM’s vocational training programme – including beneficiaries of previous projects – to better assess career aspirations and bottlenecks they face when looking for paid employment.
  5. Provide summary of the information received through the engagement and analysis of the main needs and challenges faced by the employers and the job seekers.
  6. Map the potential labour market partners to improve employability of the project beneficiaries. The mapping should include, at minimum, a contact list of potential employers and employment partners in the target location.
  7. Provide actionable recommendations for job matching and career pathways for the project beneficiaries.
  8. Perform such other duties as may be assigned.
  9. Performance indicators for the evaluation of results:
  • Draft plan of work
  • Draft interview guide/FGD guide
  • Final report that includes at minimum summary of findings from employers and job seekers engagement, mapping of potential labour market partners, actionable recommendations to improve employability of the project beneficiaries.
  1. Education, Experience and/or skills required
  • Bachelor’s Degree or higher preferably in development studies, public administration, political science, labour economics, law, or other relevant field, from an accredited academic institution with at least five years of relevant work experience.
  • Understanding of the labour market situation in Ukraine and proven experience of previous engagement in income generation and employment stimulation programmes, inclusive economic empowerment initiatives.
  • Data collection experience is required, especially experience with implementation of qualitative methods including coordination of Key Informant Interviews and Focus Group Discussions.
  • Good writing and analytical skills required.
  1. Travel required

Travel will be required to the locations in target community. The consultant will be responsible for the associated travel costs and arrangement.
