Title: IC, National Coordinator of the Aurora online psychotherapy platform to support violence survivors, including conflict-related sexual violence survivors.
1.Purpose of consultancy:
UNFPA Ukraine is implementing the EMBRACE project (Enhancing National and Regional Mechanisms to Build Responsive, Accountable & Cost-Effective System of GBV Response and Prevention) in coordination with the Ministry of Social Policy and the Ministry of Internal Affairs and with the financial support of the Government of the UK.
The project focuses on enhancing the mechanisms of accountability of duty bears at national and local levels to build an effective response to gender-based violence and provide needed support to GBV survivors.
Due to the armed invasion of the Russian Federation to Ukraine, which started on 24 February 2022, the risks of women and girls becoming subject to sexual violence and conflict-related sexual violence across Ukraine have increased significantly. Men and boys can also face sexual violence and abuse.
There are no complete data regarding the number of survivors since the data collection is much challenged by active hostilities and limited access to the temporarily occupied territories. At the same time, the requests of survivors from the de-occupied areas to police, health care facilities and human rights organisations provide evidence of the surge of cases of sexual violence.
To ensure needed support to women and girls, men and boys, who survived sexual violence, UNFPA launches an Aurora online platform to increase access of the sexual violence survivors to psychological, legal and health care services, including specialised psychotherapeutic care to cope with the traumatic experiences. Up-to-date, over 120 requests have been received, and necessary assistance has been provided to those in need. The number of applications is expected to increase in the nearest time, in particular, taking into account a promotion campaign of the Aurora platform and a nationwide information campaign on prevention and response to the conflict-related sexual violence to be launched shortly.
2. Scope of work:
(Description of services, activities, or outputs)
The consultancy envisages coordination of the Aurora online psychotherapy platform in order to ensure its smooth functioning with provision of the high-quality services to the violence survivors, including to the survivors of the conflict related sexual violence.
The national coordinator assures the operation of the Aurora platform that will include:
• providing support to the platform’s actors (guests, clients, and their representatives, case managers, etc.) with registration and management of the profiles upon request;
• performing daily monitoring of the clients’ requests for services and distribution of these requests among platform’s psychotherapists and/or case managers;
• communicating with clients via the platform messenger, collecting and analysing clients’ requests and feedback, securing response provision to the clients’ requests;
• interacting with the Aurora platform’s specialists, holding regular working meetings, and contributing to their capacity building;
• coordinating activities of the Aurora platform’s specialists, including overseeing the process of filling-in case management forms and regular reporting;
• managing contracts with the involved specialists, including psychotherapists, health care consultants, and lawyers of the Aurora platform; arranging payments according to their contracts and reports;
• taking part into the process of specialists’ selection for Aurora platform, when required;
• facilitating case management, supporting clients’ referrals to other needed services in line with pathways provided by UNFPA;
• analysing efficiency of the referral pathways, developing proposals for their improvement to better respond to the clients’ needs;
• taking part in the Aurora platform’s promotional campaign with assigned responsibility for implementation of its certain elements;
• ensuring that the Aurora platform’s website is fully operational, addressing arising technical issues jointly with the relevant technical staff etc.;
• providing input into planning activities, along with securing monitoring, data collection, management and reporting on the Aurora platform’s work on a monthly basis; studying and incorporating feedback of UNFPA into own activities and Aurora’s work;
• ensuring external representation related to the Aurora platform, when entrusted.
3. Duration and working schedule:
Starting date: November 01, 2022 (tentatively)
Duration: till March 25, 2023.
4. Place where services are to be delivered:
Ukraine, remotely.
5. Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
Brief progress reports to be delivered electronically on the regular basis via email: [email protected] accompanied by the developed/reviewed documents. The reporting periods should be agreed upon with the consultant additionally, either bi-weekly or monthly. Final brief report on the assignment completion to be delivered electronically by the end of the assignment before 25 March 2023 accompanied with the final analysis and its recommendations.
6. Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Daily work monitoring to be done by Ms Olga Chuyeva, CRSV Specialist, UNFPA GBV Response Programme.
7. Supervisory arrangements:
This consultancy will be directly supervised by UNFPA CRSV Specialist Ms Olga Chuyeva, [email protected] in close coordination with UNFPA GBV Response and Prevention Programme Manager Ms. Olesia Kompaniiets.

9. Required expertise, qualifications and competencies, including language requirements:
Education:
• minimum higher education (Bachelor’s degree) in social work, social sciences, psychology, pedagogy, law, public administration and management, or other relevant fields.
Experience:
• at least five-year experience of work in the civil society sector and/or municipal services as project manager, activities coordinator, or service development coordinator;
• at least 3 years of proven experience in management and/or coordination of the projects or initiatives in area of GBV and domestic violence prevention and response, or gender equality;
• experience in planning, implementation, monitoring, and reporting of activities;
• experience in social work, development and/or provision of social services to vulnerable groups, and case management are highly desirable.
Other knowledge and skills:
• knowledge of Ukrainian and international legal frameworks related to the provision of support to violence survivors, including GBV and domestic violence survivors, conflict related sexual violence survivors;
• knowledge and a strong commitment to the professional ethical standards, especially related to confidentiality of the services, building trustful and supportive environment for the clients, protection of the sexual violence survivors from the re-traumatization, stigma, and discrimination;
• developed analytical and reporting skills;
• excellent computer skills, knowledge and experience with online instruments of communication and services provision.
Language: fluency (oral and written) in Ukrainian and Russian, at least working knowledge of English (ability to read and work with documents and written business communication).
10. Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
Additional services could be provided upon UNFPA request and authorisation.
UNFPA will provide organisational support to the Consultant in communications with the implementing partners, and national and local stakeholders.
UNFPA will provide the consultant with a set of documents related to the scope of analysis and results of the previous research on the topic.
11. Application process

12. Other relevant information or special conditions, if any:
The consultancy fee will be paid on monthly basis upon submission of the Consultant’s report.
Any remarks, proposals, complaints, or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of submission of consultancy deliverables or reports by the consultant.
The scope of work to be performed by the consultant under these terms of reference, as well as other conditions of the consultancy, could be modified, if required, through a written agreement between the consultant and UNFPA.
Intellectual property:
All information pertaining to this activity (documentary, pictures, digital, cyber, project documents, etc.) belonging to UNFPA, which the consultant may come into contact with in the performance of his/her duties under the assignment shall remain the property of UNFPA, which shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever manner without written permission of UNFPA in line with the national and international Copyright Laws applicable.
