National Project Officer (WASH)

Position Grade NO-B

Organizational Context and Scope

The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).

Under the overall supervision of the Chief of Mission and the Senior Programme Coordinator (Housing and WASH), the direct supervision of the Programme Officer (WASH) and in close coordination with the Head of Sub Office and other technical programme specialists, the incumbent will be responsible for carrying out Water, Sanitation, and Heating (WASH) program functions in accordance with IOM’s regulations, rules and procedures.

Responsibilities and Accountabilities

  1. Coordinate the overall implementation of WASH project including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards (e.g IOM Ukraine & IOM global WASH strategies), as well as relevant requirements, guidelines, national recovery plans and grant agreements.
  2. Monitor WASH implementation status according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions. Oversee contract management ensuring WASH project milestones are met while closely monitoring contractor performance.
  3. Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues across all stages of WASH programme implementation.
  4. Develop monitoring, evaluation, and reporting tools in accordance with the IOM WASH M&E toolkit and IOM Result-based Management Framework. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials.
  5. Identify potential areas for WASH project development and contribute to the development of new projects by selecting and summarizing background/diagnostic information, assessing the local water and sanitation context and drafting technical segments of WASH project proposals.
  6. Participate in the development and adjustment of WASH methodologies, contingency plans, approaches and standard operating procedures to respond to emerging challenges in the county through a consultative process with internal units and external stakeholders.
  7. Coordinate the elaboration and dissemination of WASH reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  8. Liaise and coordinate with government entities, municipal water utilitles/vodokanals, United Nation agencies(e.g. UNICEF), civil society, donors and other stakeholders. Convene and support WASH technical committee meetings, tracking decisions and action points to ensure effective coordination between IOM selected contractors, counsultancy firms, vodokanals and other WASH partners implementing similar activities.
  9. Plan, develop, organize and deliver WASH capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors on topics such as diagnostic studies, WASH project cycle management, build back better principles in WASH infrastructure rehabilitation, etc .
  10. Participate in relevant WASH coordination platforms such as conferences, WASH cluster meeting, working groups, workshops, steering/technical committees, technical working groups, and other forums
  11. Supervise, train, and guide WASH project staff providing technical direction and quality assurance for designs, Terms of Reference (ToR)/Bills of Quantities (BoQs) and contractor deliverables.
  12. Undertake duty travel to WASH project sites as required for design and implementation support, monitoring as well as liaison with other project stakeholders.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • Bachelor’s Degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or other technical disciplines related to the fields of Water, Sanitation and Heating from an accredited academic institution with at least four years of relevant work experience; or
  • Master’s degree in the above-mentioned fields with two years of relevant work experience;
  • Certification of licensed professional engineer will be an advantage.

EXPERIENCE

  • Experience in project management of complex/large WASH projects, including use of basic project management software;
  • Experience in stakeholder engagement; liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in the field of construction engineering; quality assurance and contract management;
  • Experience working with a non-governmental organization and/or international organization is an advantage;
  • Knowledge of applicable International and Ukrainian codes, policies, standards and best practices related to project.

REQUIRED

For all applicants, fluency in English and Ukrainian are required (oral and written).
