1. Background Information

The ongoing war in Ukraine has resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. For children and youth, the situation has been specifically harsh, with disrupted education and psychological traumas. Since the outbreak of the full-scale war, Ukrainian youth have been active in the emergency response, engaging as volunteers in their communities, helping with distribution of humanitarian aid and to accommodate IDPs and vulnerable population. Meanwhile the formal structures for youth engagement and participation (youth centers and youth councils), were early integrated into the government-led emergency response and operation in the humanitarian setting. Nevertheless, the mid- and long-term role of young people in the recovery phase is not defined and there is no natural platform where youth can articulate their needs, challenges and vision.  

UNDP is recognizing youth as key agents of change in resilience building and sustainable recovery, and in the longer term, sustainable peace. Building on a strong relationship with the Ministry of Youth and Sports of Ukraine and a substantive experience of supporting youth participation at national, regional and local levels, UNDP supports the promotion of young people’s voices and participation in decision making processes at all levels in humanitarian and recovery efforts, in line with the Youth, Peace and Security agenda.

In partnership with Volyn Youth Platform and Ukrainian Association of Youth Councils, UNDP proposes to organize a series of youth dialogues (20), where young people will be connected to policy and decision makers and members of civil society and 1. Learn about dialogue processes; 2. Exchange  experiences and discuss the role of young people in humanitarian and recovery efforts; 3. Voice ideas about the role of young people in their community and the larger recovery process of Ukraine. To ensure local ownership, youth dialogues will be organized together with youth councils (local and regional level), considering their roles as advisory bodies to the local self-governance structure, which would link representatives of youth CSOs, volunteers, active young citizens with representatives of local councils and administrations. The outcome of the dialogues will result in a report with recommendations on how to enhance the role of youth in the inclusive recovery work, to be presented to the Ministry of Youth and Sports.    

It is envisioned that the dialogues will be initiated by the local youth councils/youth CSOs/youth centers to ensure their ownership of the process and will be facilitated by a team of certified dialogue facilitators pre-selected by UNDP. The format of dialogues should be preferably offline or mixed/online if the youth council of the community has relocated.

Within this contract UNDP plans to engage an experienced consultant who will serve as a key resource and coordination person for the local facilitators each of whom will organize and facilitate dialogues with and for youth in their territorial community. The incumbent will support with session design, mentorship of facilitators as well as prepare the comprehensive analysis and report with key results, and recommendations.  

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual misconduct.

2. Main objectives of the assignment

The overall objective of this assignment is to facilitate a dialogue process, provide a comprehensive support and analysis of at least 20 (twenty) local dialogues on the role of youth in emergency response and subsequent recovery on the subnational level. The objective of the assignment will be accomplished through designing the methodology and structure of dialogues, providing mentorship and supervision to the team of local facilitators, conducting analysis of the dialogues’ materials, and preparing final report which will be presented at the national-level presentation of the project results.

3. Description of Responsibilities / Scope of work

The National Individual Consultant on Facilitation of Youth Dialogue Process, under the supervision of the Community Security and Social Cohesion Specialist, Inclusive Development, Recovery and Peacebuilding Portfolio, and in coordination with Civil Society Project Coordinator, Democratic Governance Portfolio, will be responsible for:

  • Dialogue track design, mentorship and supervision to the team of local facilitators who will facilitate at least 20 (twenty) subnational dialogues:
  • Developing the design and methodology of the youth dialogues, including detailed guidance and instructions for local facilitators to ensure an inclusive environment conducive to meaningful youth participation. Identify broad topics/agenda (to be complemented based on geographical location), to be approved by UNDP.
  • Preparing a short online questionnaire for youth, participants of the dialogues, on the role of young people in supporting their communities during hostilities and recovery processes.
  • Developing a short report template for the local facilitators which should include at least the following sessions: participants demographics including age, gender and IDP status, key concerns voiced by the group, key ideas, and solutions, etc.
  • Conducting a short online instruction or training session (individual or group) for the selected local facilitators to ensure that they know how to conduct the dialogue and write short reports.
  • Piloting the developed dialogue methodology during at least 2 (two) online kick-off dialogues and amending the guidance and instructions accordingly.
  • Drafting final report based on the reports on each youth dialogue prepared and submitted by local facilitators; review of at least 5 recordings of the online dialogue sessions.

The report should include description of the methodology; general trends of youth’s perceptions; specific trends based on the population of the community, number of IDPs, proximity to the line of contact, level of demolition and other factors; general recommendations on how youth councils, youth NGOs, youth centers can be instrumental in Ukraine’s recovery efforts.

  • Presenting the results of dialogues, key conclusions, and recommendations during of the final online event to UNDP, Ministry of Youth and Sports, youth participants of the dialogues, and other interested parties.

4. Deliverables

The timeframe is spanning about 4 (four) months, from June 2022 to October 2022. The requested services will be provided according to the agreed workplan and paid in lump sums according to the following schedule.

Deliverable No. 1

Design of dialogue process, mentorship and supervision for facilitating at least 20 local dialogues are provided, namely:

  • Design and methodology of the youth dialogue track are developed and agreed with UNDP.
  • Broad topics/suggested agenda identified (to be complemented based on geographical location), to be approved by UNDP.
  • Short report template for the local facilitators is developed and agreed with UNDP.
  • Short instruction or training session (individual or group) for the selected local facilitators is conducted.
  • Short online youth questionnaire for the participants of youth dialogues is developed and agreed with UNDP.
  • Methodology is piloted during 2 (two) online dialogues, amendments made, if necessary.

By the end of the 2nd week of the contract

Deliverable No. 2

The draft report based on the reports on each youth dialogue, results of online youth survey and review of at least five recordings of the online sessions is prepared and submitted to UNDP for comments (up to 20 pages, Times New Roman 11).

By the end of the 8th week of the contract

Deliverable No. 3

The results of youth dialogues, key conclusions and recommendations are presented to UNDP and partners during the final event.

By the end of the 10th week of the contract

5. Payment schedule

Payments will be made in three stages according to the proposed payment schedule below:

40% – upon submission and approval of report according to Deliverable 1.

40% – upon submission and approval of report according to Deliverable 2.

20% – upon submission and approval of report according to Deliverable 3.

The payments will be paid out upon the full completion and acceptance of deliverables in accordance with certificate of payments provided by the Community Security and Social Cohesion Specialist.

6. Monitoring and Progress Controls

The Consultant will work under supervision and directly report to the Community Security and Social Cohesion Specialist according to the abovementioned schedule.  All reports and materials shall be prepared and transmitted electronically (Formats of: * .docx, * .xlsx, * .pptx,  * .pdf, etc.) to the electronic device or in the form of electronic communication with the final product. The materials/reports should be prepared in Ukrainian.

7. Required Skills and Experience

  • At least Master’s / Specialist degree or equivalent in Humanities, Pedagogics, Economics, Social Science or other related field.
  • At least 3 (three) years of experience in dialogue facilitation, organizing debates and other relevant activities.
  • At least 3 (three) years of experience in the area of youth policy implementation, preferably with youth councils, youth workers or youth centers.
  • Proved experience in drafting reports and/or analytics documents (at least 2 (two) samples of analytical documents should be provided).
  • Fluency in Russian and Ukrainian, both written and oral, is essential.

8. Documents to be Included when Submitting the Proposals

Applicants shall submit the following documents:

Personal CV including information about previous experience in similar projects/assignments and contact details for referees. Personal CV shall include at least 2 (two) samples of  analytical documents prepared by applicant.

Offeror’s Letter to UNDP confirming Interest and Availability for the Individual Contractor (IC) Assignment with Financial Proposal, indicating approximate working days, needed for assignment.

At least 2 (two) recommendation letters from previous employers and/or customers confirming the relevant work experience.

9. Financial Proposal

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based on output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment.

All expenses related to organization of the events and trainings are covered by UN RPP.

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, the UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class, he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant prior to travel, and will be reimbursed.

10. Evaluation of Applicants

  1. Educational background in Humanities, Pedagogics, Economics, Social Science or other related field – 7 pts max.

{5 pts. – Master’s / Specialist’s degree; 7 pts. – PhD and higher}.

  1. Experience in dialogue facilitation, organizing debates and other relevant activities – 20 pts max.

{10 pts. – 3 years of relevant experience; 12 pts. – 4-5 years of relevant experience; 20 pts. – more than 6 years of relevant experience}.

  1. Experience in the area of youth policy implementation, preferably with youth councils, youth workers or youth centers – 18 pts max

{14 pts. – 3 years of relevant experience; 16 pts. – 4-5 years of relevant experience; 18 pts. – more than 6 years of relevant experience}.

  1. Proved experience in drafting reports or other analytical documents – 20 pts max.

{15 pts. – 2 samples of analytical documents provided; 18 pts. – 3-4 samples of analytical documents presented; 20 pts. – more than 4 analytical documents provided}.

  1. Language knowledge – 5 pts max.

{5 pts. – fluency in both Russian and Ukrainian languages}.

Maximum available technical score – 70 points.

11. Evaluation method

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. a) responsive/compliant/acceptable, and
  2. b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates meeting the minimum requirements and obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
