Chemonics International Inc. seeks a Monitoring and Evaluation (M&E) Team Lead for the ongoing USAID/Office of Transition Initiatives (OTI) Ukraine Confidence Building Initiative II (UCBI II) project based in Kyiv. The project supports USAID efforts to create a prosperous and stable Ukraine by providing fast, flexible, short-term assistance to Ukrainian partners in building peaceful democratic transition and community cohesion in the wake of the conflict and deepened social tensions in the East.

The project’s overarching objectives are to build acceptance of a diverse Ukraine; increase confidence in positive, democratic change; and increase media narratives about unity and positive changes.

The M&E Team Lead will work under the supervision of the chief of party and liaise closely with project staff in evaluation grant activities. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Manage all the project’s M&E activities, ensuring the overall quality of the M&E system
  • Coordinate M&E efforts with partners and project staff
  • Assist communication of project achievements
  • Draft methodologies, quantitative and quantitative surveys, and qualitative data collection guides; manage data analysis and processing.
  • Develop a system to capture and disseminate lower level and intermediate results, and track them on their path to higher-level outcomes
  • Lead knowledge management efforts, and ensure lessons learned are incorporated into future project activities and dispersed among project partners
  • Oversee and manage grants to external research firms, third-party monitoring firms, and large-scale nationwide surveyors
  • Contribute to a team culture that values M&E and communicating project success stories
  • Oversee data collection timelines and field data collection management, including scheduling site visits and managing logistics
  • Oversee and ensure appropriate data capture from partners and field staff

Training/capacity-building:

  • Train relevant partner and UCBI II field staff on the UCBI II M&E system, data collection standards, and other tasks as necessary
  • Support partners and field-based staff to ensure data quality standards are met

Data collection tasks:

  • Assist field staff in conducting periodic site visits
  • Attend and travel to select partner events and activities to collect qualitative M&E data
  • Conduct Most Significant Change interviews, focus groups discussions, key informant interviews, field observations, and stakeholder meetings
  • Assist in designing mixed-methods field data collection tools Database

Management tasks:

  • Review, on an activity-by-activity basis, activity-level implementation and M&E plans
  • Manage quantitative and qualitative database indicators
  • Document site visit notes in the databases, tag, code and upload video/photo evidence of outcomes
  • Liaise with UCBI II field staff to ensure qualitative data is collected and captured consistently and systematically and uploaded into UCBI II’s databases

M&E reporting tasks:

  • Liaise with partners, and relevant Grants Management Unit team members to ensure quantitative output-level data is collected and reported on appropriately in awardee reports
  • Assist program staff, and partners as necessary, with reports to ensure capturing activity results
  • Lead periodic large-scale evaluations that focus on clusters/groups of related grant-funded activities
  • Contribute to data analysis and impact assessments on program (primary) and activity (secondary) levels; oversee the design of M&E plans
  • Support development of tools for preliminary profiling and impact assessments as necessary and per the direction of the project’s senior management team
  • Perform other tasks as assigned by UCBI II’s senior management team

Qualifications:

  • Bachelor’s degree required; master’s degree preferred in one of the following fields: social sciences, education, journalism, political science, or other humanities fields
  • Knowledge and/or practical experience in research and innovative qualitative analytical methodologies, such as Most Significant Change, Outcome Mapping, and Outcome Harvesting, and/or qualitative indicator-based systems preferred
  • Minimum three years of progressively responsible work experience required, preferably including work in qualitative analysis, journalism, or other critical thinking skills
  • Experience with USAID, European Commission, DFID, or other donor-funded programs preferred
  • Proven skills applying analytical skills and objective reasoning to draw conclusions
  • Advanced skills in word processing and Microsoft Excel
  • Proven quick learner who can work independently under minimal supervision and work closely with other staff members and partners to meet reporting requirements and compile necessary information gathered from a variety of sources in a timely fashion
  • Ability to meet deadlines and manage multiple high-priority tasks simultaneously
  • Demonstrated leadership, versatility, and integrity
  • Fluent Ukrainian or Russian and English required

Supervision

The Monitoring and Evaluation Team Lead will report to the Chief of Party.
