Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional to fill the position:

Junior Recruiting Specialist Ukraine/TR-EECCA

(Türkiye, Eastern Europe, Caucasus, Central Asia), (full-time, Kyiv)

Through GIZ International Services, we also open up our range of services to governments worldwide, multilateral institutions, the European Union, foundations and private companies, providing cross-sectoral expertise to more than 80 clients and commissioning parties.

The TR-EECCA team works across multiple sectors in the various partner countries of the region. The Junior Recruiting Specialist will support the team mainly with the acquisition and implementation portfolio in the Eastern Partnership and Central Asian countries. Focus areas comprise environment and climate change, sustainable energy and transport, and smart and sustainable economic transformation. In the Eastern Partnership countries, focus topics also comprise EU accession / EU alignment. Specifically in/for Ukraine, the Junior Recruiting Specialist will support the team additionally in the fields of reconstruction, rehabilitation and resilience, i.a. for the ongoing EIB-funded “Ukraine and Moldova Infrastructure Technical Assistance Facility” (UMITAF).

Key responsibilities:

  • Supporting the overall process of the recruitment of Non-Key Experts (NKE) through active sourcing, search in databases and through online research for one specific project
  • Guidance and support throughout the entire recruitment process, from identifying suitable candidates through to selection and introduction to the client, right up to handover to the contract team
  • Continuous development and strengthening of the pool of experts in the internal Expert Management System (database) and expert networks relevant for project acquisition and implementation
  • Support in recruitment of Non-Key / Short Term Experts in implementation and acquisitions of the EECCA regional team
  • The position is part of the corporate HR function and reports to the Senior Human Resources Manager, GIZ International Services (InS)

Tasks:

  1. Project based support to recruitment of Non-Key/Short-Term Experts
  • Search for and identification of experts based on specific client requirements for one of our ongoing project UMITAF
  • Evaluation of CVs and further works on CVs in the case of selection
  • Organisation and participation in interviews to handover of selected candidates and initiation of contracting
  • Building of expert’s networks in order to find the right person for the right position in different sectors where GIZ is active;
  • Develop sectoral pools of non-key experts for future opportunities
  • Screening potential non-key experts through various networks, and maintaining regular contact with possible future candidates
  • Support expert evaluation for specific profiles
  • Tailor CVs of non-key experts according to job descriptions
  • Collect any necessary supporting documents for non-key experts, prepare all documentation for submitting the non-key experts for official approval of the client
  • Collect and review expert CVs, where applicable help prepare Terms of References for non-key experts, submits CVs and ToRs for approval of the Beneficiary and the Contracting Authority
  • Follow up with responsible unit(s) for contracting experts and service providers.
  • Assists experts assigned to projects/programs with administrative and logistical questions related to their tasks
  • Development of a strategic database management in coordination with the HQ HR team.
  • Development of the reporting for HR activities through the data base
  1. Support in recruitment of Non-Key / Short Term Experts of regional team
  • Data entry and maintenance of the HR database for all potential expert candidates and existing short-term/non-key experts assigned to InS projects
  • Support the Project Manager in strengthening cooperation and exchange with GIZ Country Office and ongoing projects/programmes regarding recruitment aspects
  • Where needed, attend regular and ad hoc meetings with the Operation Beneficiary, Contracting Authority, Consortium Partners, Project Experts and Project Staff if required
  • Contribute to the HR parts of technical proposals and project documents, ad hoc presentations, etc.
  • Translating documents from English to Ukrainian and vice versa if required

Required qualifications, professional experience and personal competences:

  • University degree in a relevant sector.
  • At least 2 years of professional experience in development cooperation, preferably in recruiting and/or the implementation of donor funded projects;
  • Familiarity with the EU and IFIs as donors will be a strong asset
  • Experience in HR relevant tasks, e.g. recruitment, will be a strong asset.
  • Team- and service-oriented personality with a strong interest in different sectors of development cooperation
  • Strong communication skills and proactive mentality, ability to work independently
  • Good working knowledge of ITC technologies, affinity to IT-driven processes
  • Good management, time management and organisational skills; ability to work to tight deadlines
  • Awareness of how to handle sensitive information appropriately (confidentiality, data protection)
  • Native Ukrainian, excellent English, knowledge of German as an asset

Employment conditions: 

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
