Ukraine Horticulture Business Development Project (UHBDP or “the Project” – 2014-2022) is an economic growth project that facilitates the expansion of 44,000 horticulture smallholder farmers (SMFs) and small to medium sized enterprises (SMEs) in Southern Ukraine. UHBDP engages its clients in market systems linkages, smart incentives financing, impact investment, Gender and Environmental programming, and business capacity building. The project goal is to increase SHF and SME incomes and production volume through the following project components:
- Purchase incentive fund or e-vouchers;
- Matching grants;
- Production, harvest and post-harvest handling trainings and capacity building;
- Strengthening business capabilities and market linkages for SHFs and SMEs;
- Cooperative’s development and workforce competencies.
Scope of work:
To support the data collection, analysis and synthesis exercise, the lead evaluator requires a Ukrainian-based evaluator to support with the following deliverables
- assist with the review and translation of interview guides for semi-structured interviews
- conduct key informant interviews with a selected number of UHBDP staff and local stakeholders including implementing partners; project retailers, suppliers, government and sector-specific officials
- facilitate focus group discussions (FGDs) with project beneficiaries
- support the annual survey (review tools and help to supervise its implementation)
- review and organize data collected from the interviews and FGDs by themes related to the review’s key questions.
- translate findings into English and synthesize
- any other relevant activities assigned by the lead consultant
Reporting Arrangements
The Consultant will report to the lead Evaluation Consultant who reports to the Advisory Committee established for this review.
Timeframe: 18 full working days in period from October to December 2021
Qualifications and Experience
- University degree, ideally in Agriculture, Business Administration, International
- Economic Development, or a related field.
- Demonstrated experience conducting evaluations of development programs.
- Advanced knowledge of RBM principles and methodologies.
- Experience of facilitating gender responsive interviews and group discussions
- Demonstrated experience using statistical software including: SPSS, Access, NVIVO etc.
- Competent in synthesizing both qualitative and quantitative data and presenting results using different software applications
- Strong relational and communications abilities
- Bi-lingual proficiency in English and Ukrainian
