LOCAL EXPERT IN PUBLIC DEBT MANAGEMENT

Introduction:

Human Dynamics is a specialized provider of consulting services for public sector clients, with a focus on transition and developing countries. We deliver technical development aid assistance on behalf of major international donors, principally the European Union, and we work toward achieving real progress in combating some of the most difficult international development issues. We operate in a range of fields: from economy and good governance, to institutional and infrastructure development, justice sector reform, to environment and sustainable energy policy.

Together with its partners, Human Dynamics is currently implementing an EU-funded project “EU for Stronger Public Finance Systems of Local Governments”. The overall purpose of the project is to provide support for strengthening public finance management system at local and regional government level in order to achieve a capable, efficient, transparent and accountable local finance management system focused on attaining sustainable economic and development goals, in line with government commitment under the EU-Ukraine Association Agreement and in line with the Ukraine’s Public Finance Management Strategy of 2017-2021.

General purpose of this role within the project is to support activities related to public debt management capacity building in local governments.

Specific responsibilities/tasks:

• Review of business processes related to issuance of public debt and guarantees at local government level in Ukraine
• Review of relevant legislative pieces (i.e. Budget Code, Government and Ministerial Orders, etc)
• Preparation of Public Debt Manual for local governments
• Participation in dissemination and presentation of the Manual to local governments
• Support other project activities related to public debt management at local level
• Liaison with relevant counterparts within the Ministry of Finance of Ukraine, local governments and other international donors involved with public financial management

Requirements:

• MA/MS degree with specialization in a social science or relevant discipline;
• At least 8 years of relevant professional experience in public sector or equivalent combination of education and experience;
• Solid knowledge of local public financial management issues and practices in Ukraine
• Excellent contextual knowledge of the Ukrainian public sector including budget and fiscal issues;
• Prior experience working with public sector institutions in Ukraine, including business process review would be considered a strong asset
• Excellent writing, communication, and data manipulation skills
• Fluency in Ukrainian and good command of written and spoken English.

Terms:

• Mobilization: upon approval of the Ministry of Finance and EU Delegation in Ukraine
• Availability: from date of approval to June 2020, for up to 100 working days with possible extension (subject to satisfactory performance)
