What will you do in this position?

You will support Mine Action Information Management through the development and maintenance of agreed IM products (maps, dashboards, reports, etc.), collaborating with partners and the drafting of associated reports of project activities that assist operational planning, inform decision makers, and captures relevant data as the project expands. The Mine Action IM Officer will also be required to have a detailed understanding of GIS processes to enable the successful spatial analysis and visualization of project activities.

The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.6 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.7 billion meals to people displaced and affected by the war.

How can you make a difference?

In this position, you will have to:

Mine Action GIS Data Systems:

  • Provide technical expertise for the continued development of the project’s mine action data systems by reviewing data needs and gaps, evaluating current GIS data processes and tools.
  • In liaison with FAO and cooperating partners, maintain established protocols and procedures of the project’s data manager system to ensure data integrity and quality from appropriate linkages and exchange with the Information Management System for Mine Action (IMSMA) and IM systems of partners.
  • Utilize available mine action data — including from IMSMA and other sources — to support the analytical and operational work of WFP.
  • Maintain and update existing data analysis tools and GIS products and establish project dashboards and data reporting mechanisms.
  • Monitor and maintain the IM portal and shared databases used by the project and partners.

Data Collection and Analysis:

  • Maintain data collection process and methodologies from data received from implementation partners, updating the GIS database systems for data management and analysis purposes monthly.
  • Coordinate with relevant stakeholders to ensure availability of updated and quality information for informed decision making by the project team by identified pertinent variables, including analyzing and interpreting multiple datasets, identifying trends and patterns in collected mine action-related data.
  • Monthly maintenance and updating of the established partner tracking data for operational planning.
  • Conduct data analysis of GIS data on both work streams of small farms and Household Plots.
  • Assist in preparation of regular reports and presentations for project activities and progress with a special focus on the mine action component of the project.
  • Support the continuing development of data products, including maps, charts, and infographics.
  • Coordinate with other IM specialists to ensure interoperability and data sharing.
  • Ensure shared project databases, metadata and dashboards are up to date.

Information Sharing and Coordination:

  • Provide project staff with IM and GIS support by drafting products such as reports, presentation templates, charts and infographics, converting data into attractive and clear products to facilitate the dissemination of information to external stakeholders for the purpose of reporting, information sharing and advocacy.
  • Facilitate the exchange and analysis of data among relevant stakeholders, including government agencies, NGOs, and international organizations.
  • Contribute to the development and implementation of a dissemination plan for all products, including updating the standard operating procedures for product/data creation.
  • Coordinate with Operational Information Management (OIM) unit in WFP Ukraine and IM counterparts of partners to ensure interoperability and data sharing.
  • Participate in relevant mine action sectoral IM working groups as required.

Education: University degree in information management, computer science, or a related field.

Experience: At least one year of postgraduate professional relevant expereince in Information Management, preferably in the international humanitarian NGOs, civil service, government, social impact organizations and/or similar corporations. Professional demonstratable experience in a mine action context is required. Additional years of relevant professional experience is an asset.

Knowledge & Skills:

  • Broad knowledge and experience in using information management systems, manipulation of data, and compiling reports, with knowledge of mine action information management requirements desirable.
  • Proficiency especially with ESRI ArcGIS Pro and other Geographic Information Systems (GIS) software such as (QGIS), Google Earth.
  • Proficiency in SharePoint.
  • Proficiency in data analysis and visualization tools, such as Excel, Power BI, or Tableau.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team.

Language: Fluency (level C) in both in English and Ukrainian languages.
