Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Good Multi-Level Governance Cluster (“MLG Cluster”) to fill the position of:

Finance Manager (full-time, Kyiv)

(internal SAP code: Finance Manager)

The Good Multi-Level Governance Cluster (MLG Cluster) is aimed at strengthening Ukraine’s resilience through good governance at the local, regional and national level to facilitate reconstruction that is tailored to the needs of the population and aligns Ukraine with EU standards.

The cluster believes that effective multi-level governance and active citizen participation are crucial for Ukraine’s EU integration. Since 2014, Ukraine has implemented reforms to empower local authorities with greater responsibilities and resources, enabling most municipalities to remain operational during the war. On behalf of the German Government, EU, and other donors, the cluster supports these efforts by advising on infrastructure projects, improving governance, and promoting digital innovation in public sector. The cluster helped municipalities prepare and implement projects and budgets, develop urban strategies, and digitalize services, benefiting millions of citizens.

Amid the war, reconstruction has become a priority, with municipalities playing a vital role in rebuilding infrastructure, caring for displaced persons, and ensuring essential services. The cluster initiatives focus on good governance, transparency, and EU standards. With training, support and innovative technologies, the cluster continues to help modernize local authorities and improve public services, fostering resilience and efficient administration. 

As a central service unit, the MLG Service Unit (MLG-SU) and its approximately 35 employees provide commercial and administrative services for the projects in the cluster. The MLG-SU is organised into several teams (Finance; Contracts and Procurement; Events and Travel; Office Management). Your role as Finance Manager is in the Finance team. As a finance manager, you will support the projects assigned to the cluster in setting up and implementing financial management, overseeing (financial) contract management and advising on cross-cluster financial issues.

Areas of responsibilities:

  • Supports the officers responsible for the commission and the management in the Good Multi-Level Governance Cluster (MLG) in all issues related to financial management for the given stages in the project’s cycles and advises the officers responsible for the commission on all issues related to budget planning and costing, and the procurement of materials, equipment and services
  • Cost and expenditure planning and monitoring for projects in the Good Multi-Governance Cluster
  • Clearly communicates the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance, rules and procedures
  • You are responsible for the correct processing and monitoring of all payment flows and for ensuring the supply of funds to the cluster’s projects, in consultation with the relevant sectoral division(s) and the country office, and coordinate all administrative work related to financial management
  • Assists in the preparation and conduction of contracts (e.g., Grants, local contributions, construction, services, goods), and if necessary, the training of the recipients
  • Prepares and supports financial audits (internal and external)
  • Guarantees comprehensive reporting on the finances of the projects at regular intervals, hereby enabling the officers responsible for the commission or your line manager to anticipate and document the financial impacts of all project activities. Identifying and assessing commercial risks play an important role in this context
  • Be involved in ongoing process development within your remit, ensure good communication, are responsible for knowledge management and prepare and share documentation
  • Participates in regular meetings with teams from the cluster’s service unit, other projects, Country Office and HQ
  • Uses the available software to enter, monitor and check financial data
  • Performs other duties and tasks at the request of management

Required qualifications, professional experience and personal competences:

  • University degree in a relevant field such as accounting, finance, business administration, project management, or a related area; or at least 6 years of professional experience in a relevant field.
  • At least 3 years of professional experience in a comparable position.
  • Experience working with or within an NGO is an advantage.
  • Knowledge of project and financial management (costs and expenditures) at GIZ is an asset
  • In-depth understanding of financial planning and accounting (cost and expenditure) and attention to details with regards to numbers and regulations
  • Outstanding organizational and analytical skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work
  • Excellent working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, Excel or PowerPoint in particular)
  • Broad experience of management and administration
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Hands-on mentality driven by making or helping to make data driven decisions and delivering results in a dynamic environment
  • An independent, proactive and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies
  • High standards of confidentiality, integrity, loyalty and teamwork
  • Native Ukrainian, fluency in English, knowledge of German is an asset
  • Excellent written and verbal communication skills

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract is valid until 31 December 2026, with the possibility of extension.
