Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme STEP IN 2 EU (Support for Trade, Economy, Policies, Institutions, Norms) to fill the position of the:
Platform Manager on Digital Reform Processes (full-time, Kyiv)
(internal SAP code: ICT and Digitalisation Specialist)
The programme STEP IN 2 EU is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-funding contributions from the European Union and Norway. The political partner is the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA).
The overall objective of the programme is to improve the economic policy conditions and financing options for the integration of Ukrainian companies into the EU single market. STEP IN 2 EU has four interlinked outputs:
- Strengthened capacities of the MEEA, the National Bank of Ukraine (NBU) and other relevant actors for the development and implementation of economic policy reforms in the context of EU accession.
- Implementation measures and processes to promote the integration of Ukrainian companies and financial institutions into the EU internal market.
- Improved location conditions for prioritised sectors in selected regions of Ukraine.
- Improved capacities of selected financial institutions to provide financial services to Ukrainian companies.
Four teams deliver the programme. They work closely together through joint planning and implementation procedures, permanent platforms and flexible mechanisms.
The Platform Manager Digital Reform Processes works together with all operational teams and organises the platform’s work in a flexible and agile approach with team members, partners, service providers and other stakeholders.
Areas of Responsibilities and Tasks:
- Ensure that the digitalization-related capacity-building activities within the programme are aligned with project objectives, stakeholder needs, and GIZ’s guidelines under the commission of the German Government, European Union and Norway.
- Contribute to technical, substantive and organisational implementation of the programme’s measures and activities related to the digitalization and digital tools.Conduct ongoing and ad hoc quality assurance of digitalization activities within the programme with regard to the following: technical and methodological expertise, governance, project management, process, the suitability of the technologies, the suitability of experts, advice on costs and value for money, adherence to European and German quality standards and their application in Ukraine, taking also into account the needs of vulnerable groups and ensuring digital inclusion.
- Advise political and implementing partners on the design and implementation of digitalisation activities
- Ensure close cooperation across the four project teams and with project partners with regard to digitalisation activities within the programme; a) for activities whose main goal is digitalisation and b) with regard to the use of digital tools in programme activities
- Ensure a coherent approach towards digitalisation topics for the whole programme, reduce duplication, ensure learning and knowledge management and ensure synergies with the digitalisation tools, resources and similar projects of the GIZ as a whole and their effective application to the programme.
- Define clear objectives and indicators to measure the platform’s success
- Develop and implement operational plan to achieve the objectives
- Provide expert analysis on digitalization landscape, policies, trends, and capacity-building needs in Ukraine, advising on best practices and integrating German and EU digitalisation priorities, including also relevant developments in the financial sector
- Organize and attend internal and external events and inputs with regard to the platform Digital Reform Processes , and facilitate dialogue amongst stakeholders.
- Support in managing contractual and procurement processes with subcontractors, consultants, financing recipients etc., in consultation with the Management Team.
- Regular exchange and planning sessions with the team leader; preparing regular updates for the Management Team.
Required qualifications, professional experience and personal competences:
- Bachelor’s or Master‘s degree (or equivalent), preferably with a focus on information technologies, digitalization or similar area
- At least 5 years of professional experience managing stakeholder projects, preferably in the area of digital innovation, digital tools, technology, digital inclusion or related fields
- Strong proven interest in digital technologies and innovation
- Strong project management skills, including planning, budgeting and reporting
- Professional experience in international cooperation.
- Experience in cooperation with political decision makers, ministries and/or industry/trade associations.
- Strong communication, organizational and coordination skills
- Excellent intercultural competences and awareness about political sensitivities
- Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
- Extensive IT skills (Office 365, especially Word, Excel and PowerPoint as well as SAP skills) are a prerequisite.
- High standards of confidentiality, integrity and loyalty
- Strong cooperation skills, team player with openness for new management approaches and able to prioritize tasks independently.
- Excellent working knowledge of ITC technologies (e.g. Office 365, especially Word, Excel and PowerPoint as well as SAP skills)
- Willingness to upskill as required by the tasks to be performed
- Readiness for business travels in Ukraine and abroad
- Business fluent in Ukrainian

Employment conditions:
Full-time position with 40-hours working week; part-time arrangements shall be considered if required. Place of assignment is Kyiv. The assignment shall start on March 1st, 2026. The contract duration will be 12 months with the possibility of prolongation.
