Deloitte is seeking a qualified candidate to serve as a Human Resources for Health Manager in support of the USAID/Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective:

Human Resources for Health (HRH) Manager will provide technical and managerial support for the implementation of activities under Objective 3 (Obj.3). The HRH Manager will identify issues and risks related to activities’ implementation in a timely manner and suggest appropriate adjustments.

 

Responsibilities:

  • Manage and provide technical expertise for the activities under Obj.3. Provide support for the effective implementation of Obj. 3 activities to ensure that delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.
  • Contribute to the Obj. 3 planning, provide technical expertise with a focus on results and financial accountability for activities related to health workforce strengthening.
  • Provide strategic vision on activities’ sustainability.
  • Maintain strong working relationships with the HRS team and provide input, as needed, on technical implementation.
  • Develop strong working relationships and a regular dialogue on activity progress and challenges with the Obj.3 team and consultants/grantees involved in the Obj.3 activities’ implementation. 
  • Facilitate discussions in the HRS team and with consultants/grantee/stakeholders to develop and implement the Obj.3 activities.
  • Assist the Obj.3 Lead with preparing the operation plan of activities and monitor its implementation.
  • Write implementation reports related to the health workforce strengthening activities.

Requirements

  • Master’s degree in public health, sociology, psychology, or other related areas.
  • No less than five years of experience of working with the USAID projects will be an asset.
  • Experience of developing and delivering trainings/educational events will be an asset.
  • HRH support experience will be an asset.
  • Strong communication and negotiation skills.
  • Ability to work in a team.
  • Excellent planning and time management skills.
  • Fluent Ukrainian and English
