Медіа-менеджер/ Media Manager (short-term consultancy)

Deloitte is seeking a qualified candidate to serve as a short-term Media Manager in the communication department of the Ministry of Health of Ukraine. The position is supported by the USAID Health Reform Support Project (HRS).

Period of Performance: September 1, 2021 – October 1, 2021

Level of Effort: full-time

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

The Media Manager will support the efficient work of the communication team of the Ministry of Health in the context of a coronavirus pandemic, a mass campaign of vaccination against COVID-19, as well as the need for comprehensive coverage of other relevant topics of the Ministry.

3. Tasks:

• maintaining and filling the national and regional media database;
• serve as a spokesman for the Ministry of Health;
• processing requests from the media and ensuring timely response;
• organization of speakers from the Ministry, writing communication materials/theses for speakers;
• conducting off records, press briefings, press conferences, events moderation.

4. Qualification requirements:

• at least Bachelor’s degree in journalism/ communications;
• at least 2-years of proven work experience in journalism/ communications; experience in the medical field is preferred;
• good understanding of medical issues as well as in other profile topics of the Ministry;
• fluent Ukrainian;
• experience of media support of information campaigns, in particular in the field of health care in Ukraine.
