Legal and policy coordinator for EU-funded project / Координатор/ка з правових питань

Background:

NIRAS is looking for an experienced Legal and policy coordinator for a new assignment in Ukraine  “EU4CSO – Support to EU engagement with civil society organisations in Ukraine (Phase 3)”. This opportunity is being pursued by NIRAS under the EU’s framework contract Services for External Action (SEA) 2023, lot 10 (Civil Society and Local Authorities).

The global objective of the project is to strengthen cooperation between the European Union Delegation and the civil society
sector in Ukraine and contribute to an improved environment for CSOs in Ukraine.

Specific objectives are:

1: Regular consultation and cooperation between the EU Delegation and Ukrainian civil society and other relevant stakeholders
2: Civil society organisations in Ukraine capacitated to actively participate in the EU integration processes, make full use of EU funding opportunities and strengthen their organisational capacity.
3: Knowledge base of the EU Delegation enhanced to assess political, policy and legal processes related to the enabling environment.

The project is set to start on 14/07/2025 and run until 14/07/2029.

Place of performance – Kyiv, Ukraine.

Number of working days: 300. 

Requirements:

The expert will provide assessment of legal and policy environment and will support policy related work of the team.

• Qualifications and skills required: Completed university studies of at least three (3) years, attested by a diploma in a relevant field, for example law or political or social sciences. In its absence 5 years of equivalent professional experience.

• General professional experience: At least 6 years professional experience (during the past 10 years) working as policy or legal analyst or expert in a relevant field.

• Specific professional experience:

- At least 3 years of specific professional experience in provision of legal and policy analysis about civil society or governance issues in Ukraine.
- Experience in working on civil society sector related policy analysis.

- Experience in drafting policy or legal analysis or background notes in English language.

• Language skills: English language B2; knowledge of Ukrainian language, at least B2.
