Lawyer, Gas Sector Unification and Approximation
The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]
The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.
Summary:
Tetra Tech is looking to fill in a short-term consultancy position of Lawyer, who will work on the following assignment: «The unification (standardization) of Ukrainian legal terminology, supervising translation of EU acquis, drafting amendments to legislation aiming at approximation of Ukrainian legislation to EU acquis». Private Entrepreneur Status or Attorney in Law (Advocate) Status is required. Expected period of performance is 10 months.
Tasks:
Supervising translation of identified EU acquis acts in gas sector. Drafting amendments to Ukrainian primary and secondary legislation to facilitate unification (standardization) and approximation to EU acquis.
Position responsibilities:
- Action plan for official translation of identified EU acquis. Supervising and ensuring consistency of translation;
- Action plan to amend Ukrainian legislation based on official translation of EU acquis and gap analysis between Ukrainian terminology and definitions used in oil and gas and EU terminology and definitions;
- Participation in the Meetings, where necessary, to align with ESP, subcontractors, market and governmental stakeholder to facilitate the adoption of the amendments;
- Preparation, solely and as a part of a wider group of subcontractors where applicable, of draft legislation and package of documents necessary for adoption of the proposed amendments to be submitted to Government;
- Preparation of the report on work done in English and Ukrainian (as result of work).
Essential KSA’s required (experience, skills, education, certification, etc.):
- Master’s or bachelor’s degree in Law or Energy Law;
- Proven experience in drafting, negotiating and reviewing legal documents, legislative acts, memoranda etc.;
- Experience with gas sector activities;
- Fluency in Ukrainian and proficiency in English (written and spoken) with proven expertise in gas industry and regulatory agency terminology;
- Proficiency in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint);
- Able to communicate complex information and deliver verbal and written messages effectively;
- Strong research capabilities, using a variety of primary and secondary sources.
