JOB DESCRIPTION
- Role and responsibilities
To oversee NRC logistical operations at the CO level and other area levels and coordinate activities. Planning and implementing sound logistics practices (procurement, fleet/transport, warehousing, assets, inventory and reporting) following NRC Logistics policies and procedures and relevant donor guidelines.
RESPONSIBILITIES
Generic responsibilities
- Adherence to NRC policies, guidance and procedures.
- Implement NRC’s systems and procedures at the area level.
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
- Prepare and submit reports and analyses.
- Ensure proper filing of all supporting documents.
- Advice line managers in Logistics related procedures and provide training for the Logistics team
- Management of support team.
- Ensure development and implementation of administrative systems and procedures.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and among beneficiaries served by NRC.
- Focus on anti-corruption, transparency and cost-efficiency in all processes (eg in procurement, vehicle management, asset management).
Specific responsibilities
- Oversee the Goods delivery from/To NRC warehouses, Suppliers and other locations from start to finish (including requisitioning, receiving, storing, issuing and delivering goods).
- Supervise the management of the warehousing activities at the CO and at the linked area/field offices.
- Ensure each team member under direct supervision has a work and development plan and conduct the annual review
- Plan and execute Logistics activities so NRC’s resources are used most effectively.
- Follow-up and manage the lease of property (offices, warehouses, fleet, accommodation, IT equipment) and the running of those agreements.
- Coordinate with Access and HSS teams for issuing the required Permits/Approvals for Vehicles and goods movements between locations.
- Train Logistics team on NRC logistics Handbook, logistics policies and guidance as needed.
- Provide training for line managers (Non-Logistics staff) on the logistics process, particularly in procurement procedures, fleet management and stock management requirements.
- Ensure efficient and effective coordination with other Support functions, especially Finance.
- Manage ongoing local procurement and explore the options to further expand the potential procurement opportunities at the area level, regularly search for suppliers within a prequalification process and timely update the vendor database and continuously update the suppliers’ performance information.
- Ensure that all procurements are in line with NRC procedures and serve the best interests of NRC and its operations (quality of goods, timely delivery, value for money).
- Ensure proper Assets management, the establishment of the assets list and update it regularly.
- Ensure the regular Assets and stock checks/inventory on a monthly basis and ensure the physical checks are documented and filed
- Supervise the management of the NRC fleet at the area level.
- Ensure regular logistics/Procurement and fleet reports are submitted regularly to the relevant stakeholders.
- Train, coach and guide Logistics staff to perform tasks more independently within the areas of their duty and assigned tasks.
- Ensures the CO logistics files are properly archived in the filing tree respecting NRC guidelines
- Lead the Market Analysis process and contribute to it as assigned by the line manager.
- Compile and review monthly logistics reports from Areas
- Report all potential fraud cases to the Line Manager.
- Perform any other duties assigned by the Line Manager.
QUALIFICATIONS
- Competencies
Professional competencies
- Bachelor’s degree in relevant field.
- Minimum 3 years of experience working in a humanitarian organization.
- Previous experience from working in complex and volatile contexts.
- Fluency in English.
- Fluency in Ukrainian and Russian.
- Experience car mechanic is a plus.
