DAI is seeking highly qualified candidates to occupy full-time Authorized Anti-Corruption Units/Authorized Officers (AACU/AO) position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
PROJECT BACKGROUND
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
Strengthen anti-corruption compliance and control in local governance;
Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
Position Description
The AACU/AO Coordinator will lead project activities aimed at strengthening and empowering AACU/AOs in government agencies at the national and local levels. S/he will help improve legislation and regulatory framework, develop and implement capacity and skill building programs for AACU/AOs, help standardize effective communication and cooperation of AACU/AOs with governmental agencies, and facilitate networking and exchange of experience among AACUs.
Key Duties & Responsibilities
- Lead project activities to support strengthening capacity and effectiveness of AACU/AOs.
- Lead or contribute to the development and implementation of the AACU/AOs capacity strengthening training and mentoring programs to enable them to better implement their functions.
- Contribute to strengthening legislative and regulatory framework and procedures to empower AACU/AOs and improve their effectiveness considering international experience and best practices.
- Support networking and cooperation among AACU/AOs.
- Contribute to the development of policies, procedures and protocols for cooperation and interacting of AACU/AOs with specialized anti-corruption, accountability and law enforcement agencies.
- Support the National Agency on Corruption Prevention in strengthening the AACU/AO institution in local governments throughout Ukraine.
- Support local governments to establish or strengthen their AACU/AOs.
- Contribute to designing a model for reconstruction-focused AACU/AOs to effectively prevent and detect waste, fraud, and abuse in the reconstruction process.
- Provide technical oversight of the performance of the project grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards.
- Contribute to developing project deliverables and reports including but not limited to project work plan, performance reports, project fact sheets, success stories and other deliverables and reports when required.
- Other responsibilities as assigned by the project leadership.
Qualifications
- A bachelor’s degree, preferably in a relevant field of study, such as law, public administration, or public policy, is required.
- A minimum of eight (8) years of relevant professional experience, including in the field of anti-corruption, public administration, or other related area.
- Demonstrated familiarity with the Ukraine anti-corruption legal framework, institutional infrastructure, policies and initiatives.
- Experience working on institutional development and integrity strengthening with governmental agencies on different levels.
- Knowledge of international best practices in establishing integrity structures with governmental agencies.
- Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
- Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
- Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
- Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
