Deloitte is seeking three qualified candidates to serve as short-term Consultants on Health Workforce Migration in support of the USAID/ UKaid Health Reform Support (HRS).

Period of Performance: May 15, 2021 – September 30, 2021

Total Level of Effort: 100 days

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective:

The Consultants on Health Workforce Migration will provide technical support in conducting the research of the current situation with Ukraine’s health workforce migration and preparing the analytical report based on the research results.

Description of Services:

• Develop a SoW with specific tasks for a grant-based research on the current situation of migration of Ukraine’s health workforce
• Develop the research methodology
• Participate in the grantee selection process
• Conduct focus group discussions and analyze the results
• Develop research tools: questionnaires, focus group scenarios, instructions, etc.
• Conduct analysis of the database for sampling, develop a representative sample design and the sample, conduct sampling
• Train grantee’s staff to implement the field stage of the research
• Develop programs for data entry and for online surveys
• Conduct the field stage of the research: collect information, organize and control the interviewers, prepare a technical report. Monitor and coordinate the field work
• Develop a database based on the survey results
• Conduct survey data processing: data cleaning, evaluation of indicators, evaluation of quality of survey results, etc.
• Participate in overall monitoring and coordination of the research
• Review and analyze the research results
• Develop an analytical report based on the research results
• Prepare recommendations for applying the results of the research
• Participate in working meetings of the HRS team on a regular basis.

Qualification requirements (minimum):

• PhD in Sociology, Public Health, and other related areas
• No less than 10 years of proven work experience in demography and social studies
• Solid experience in preparing analytical reports in health workforce and demography areas
• Analytical skills and critical thinking for searching, processing, using data and presenting post-analysis results
• Ability to work in a team
• Excellent planning and time management skills.
