The Credit for Agriculture Producers (CAP) Project, implemented by World Council of Credit Unions (WOCCU) and funded by United States Agency for International Development (USAID), seeks to revitalize the credit union sector in Ukraine by creating a more transparent legal and regulatory framework for credit union operations in Ukraine to both promote growth and reduce risks, while improving access to finance for agricultural and rural micro, small, and medium enterprises (MSMEs) through credit unions.

The CAP project collaborates with partner credit unions (CUs), united credit unions (UCUs) and Associations.

The CAP project is looking for a vendor to support the implementation of the tasks related to the digital development of our partners. It is supposed that the preliminary number of working hours/days will be set for the scope of work in a contract and may be used according to the specific request.

OBJECTIVES

Objective is to provide a set of IT and cybersecurity services and consultations, to improve overall cybersecurity practices at credit unions and improve their online services offerings. Specifically:

Task 1. Support the conduction of survey
Task 2. Providing consultancy
Task 3. Conducting trainings
Task 4. Support the development of online services
Task 5. Conducting analysis of available CBSs

Detailed scope of work and estimated time for realization:

Task 1. To support the conduction of survey of the state of affairs in credit unions with IT infrastructure among the CUs and preparing analytical report – 120 working hours/15 working days:

  • Remote assistance in filling in the survey, collection of the survey results
  • To analyze the survey results, mapping of the state of affairs in credit unions with IT infrastructure
  • To conduct a selective analysis of domestic IT solutions (including FinTech solutions) to be used for digitalization of credit union operations
  • To develop a remedial roadmap or recommendations, to develop proper documentation for IT processes for further internal usage by credit unions
  • To prepare and present the performance report

Task 2. To provide consultancy on technical, organizational, and financial issues of cybersecurity, to develop internal policies on cybersecurity, to provide engaging experts and specialists for requests – 600 working hours/75 working days:

  • Association and CAP consultations per request
  • Analysis of NBU drafts of regulations and International Cybersecurity Standards
  • Development of a list of requirements for cybersecurity based on the international standards ISO/IEC 27001 (2022), NIST SP 800-171 r.2 (2021), CIS CSC v.8 (2021), CSF v.1.1 (2018)
  • Drafting cyber security policies for united credit unions
  • Drafting templates of cyber security policies for credit unions

Task 3. To conduct trainings for credit unions on Cyber security – 200 working hours/25 working days:

  • To conduct 2-3 training session on general principles and requirements on cybersecurity and cyber hygiene
  • To conduct trainings for IT specialists on cyber security – upon request

Task 4. To support of the development of online services in credit unions – 320 working hours/40 working days:

  • Support in evaluation of software for online services for credit unions
  • Drafting credit unions policies on regulation of providing online services for credit union members
  • Support in communications with providers of related services: Diiya signature, Vkursi, FinAP etc

Task 5. To conduct comprehensive analysis of available CBS and report – 120 working hours/15 working days

Expected maximum level of effort:

Up to 170 work days.

The distribution of working hours and working days between tasks is preliminary and may be changed pending needs and requests.  

TIMING  

The anticipated work will be conducted as follows:

  • Task 3 – June-August 2023
  • Task 5 – June-July 2023
  • Other tasks – as needed.

CONTRACT DURATION

To be determined, up to 15 months.

DELIVERABLES  

Deliverables will be determined additionally according to the Tasks

GENERAL REQUIREMENTS 

For research experts

The research team should include participants whose qualifications meet the following requirements:

  • technical or economic or mathematical higher education is desirable
  • proven experience in conducting real research in information technology, financial technology (FinTech), banking sector;

For research organization

  • professional organizations related to information technology, information security, etc.;
  • proven experience in conducting real research in information technology, financial technology (FinTech), banking sector;

For training experts

The training team should include participants whose qualifications meet the following requirements:

  • technical or mathematical higher education
  • proven experience in conducting cybersecurity trainings for companies in information technology, financial technology (FinTech), banking sector;
  • professional certificates in cybersecurity;

For training organization

  • professional associations related to banking, finance, financial technology, information technology, information security, etc.;
  • trainers should have professional certificates in cybersecurity;

For consultants: the requirements for consultants will be discussed according to the specific requests

Additional requirements for executives for each task will be determined according to the specific request.

Candidates will have to provide a list of persons for reference.

SUBMISSION REQUIREMENTS 

  • A proposal with description on approach and tasks per consultant (team composition, tasks, proposed LOE and rates for each task)
  • A copy of your CV or information about company and CV of experts;
  • Cover letter stating relevant expertise and experience and motivation;

References from previous 2-3 contract and/or project will be required at later stages.

This bid solicitation in no way obligates World Council of Credit Unions to award a contract, nor does it commit World Council of Credit Unions to pay any costs incurred in the preparation and submission of the application. World Council of Credit Unions reserves the right to vary any part of this bid solicitation at the time of award if it becomes necessary.
